About The Position

The Contracts and Procurement Analyst I/II/Associate position at SANDAG involves supporting various procurement processes and contract management activities. Requirements

  • Bachelor's degree in public administration, business administration, law, technology, or a related field.
  • 1-3 years of professional contracts and procurement experience, or a combination of education and recent work experience.
  • Experience facilitating procurement of various goods and services.
  • Knowledge of public agency contracts and related laws.
  • Experience coordinating advertising and outreach efforts for procurement.
  • Detail-oriented with experience analyzing documents and preparing reports.
  • Strong writing skills for drafting and editing documents.
  • Ability to manage multiple concurrent projects and follow up with stakeholders.
  • Experience with financial management and procurement software is desirable.

  • Experience with public agency funding sources and procurement requirements.
  • Familiarity with project management software.

Responsibilities

  • Advise project managers on methods and strategies for acquiring goods and services.
  • Provide technical assistance in developing solicitation documents such as RFOs, RFPs, RFQs, and IFBs.
  • Prepare, research, and review contracting documents including amendments and purchase orders.
  • Analyze scopes of work and identify potential legal risks; review project schedules and budgets.
  • Coordinate advertising of solicitation documents and outreach efforts.
  • Facilitate pre-proposal meetings and prepare meeting materials.
  • Review submitted proposals for responsiveness and perform cost analyses.
  • Assist project managers in contract negotiations and review negotiation records.
  • Research and draft various contracts and agreements, ensuring compliance with guidelines.
  • Develop and maintain records, documents, and reports; provide recommendations on vendor performance.
