About The Position

Saab, Inc. is seeking a seasoned Contractor Program Security Officer (CPSO) for a Special Access Program Facility (SAPF). This role manages, directs, and develops security programs and procedures that support contractually imposed Special Access Program (SAP) requirements in accordance with DoDM 5205.07 Vol 1–4, ICD 705, and 32 CFR Part 117 (NISPOM Rule). The CPSO will collaborate closely with government security offices, internal program teams, and partner security officers to ensure compliant, effective, and mission-focused security operations. Requirements

  • Active DoD Top Secret Clearance with SCI eligibility, and SAP indoctrination eligibility.
  • Bachelor’s degree in a related discipline, or equivalent work experience.
  • Minimum 3 years of experience as a CPSO/ACPSO supporting SAP programs, with the remaining years in a supporting security discipline.
  • In-depth knowledge of: DoDM 5205.07 Vol 1–4, ICD 705 and SAPF construction/accreditation requirements, DoD, IC, and customer SAP policies.
  • Demonstrated success managing government inspections and audits.
  • Excellent written, verbal, interpersonal, and collaboration skills.
  • Must be a U.S. citizen.

  • Master’s degree or other advanced degree in a related field.
  • Special Program Security Credential (SPSC) Certification.
  • Hands-on experience supporting SAPF construction or facility modifications.
  • Familiarity with the ICD 705 Technical Specifications.
  • Experience with Program Protection, OPSEC, and insider threat integration.

Responsibilities

  • Program Security Management Implement and manage SAP security programs in accordance with DoDM 5205.07 Volumes 1-4, ICD 705, and customer-specific directives.
  • Develop, update, and maintain program SOPs, security plans, Program Protection Plans, PPPs, emergency action plans, and classification guidance.
  • Prepare for and manage government inspections and internal self-inspections.
  • Review program requirements and system documentation to ensure security requirements are incorporated into program execution.
  • Personnel Security (PERSEC) Process PARs, prescreening questionnaires, briefings, refresher trainings, and debriefings.
  • Maintain personnel security records using DISS, SIMS, JADE, and other required tools.
  • Maintain and update access rosters and process incoming and outgoing classified visit certifications.
  • Manage indoctrinations, eligibility determinations, and access tracking across multiple programs.
  • Facility & Physical Security Oversee SAPF operations, including access control, entry procedures, intrusion detection systems, alarm systems, and physical configuration management.
  • Partner with physical security to ensure proper operation and maintenance of access control and alarm systems.
  • Develop and maintain Fixed Facility Checklists (FFCs) and all accreditation documentation for classified work areas.
  • Apply ICD 705 standards to facility upgrades and new construction projects.
  • Information & Material Security Coordinate with IT and ISSO teams to ensure the secure operation of classified systems and media.
  • Maintain accountability for classified materials, including inventories, receipts, transmissions, and destruction records.
  • Ensure classified materials are marked, stored, and controlled in accordance with program and contractual requirements.
  • Administrative & Customer Support Maintain organized filing systems, logs, tracking lists, and secure program areas.
  • Respond to customer walk-ins and provide ad hoc security support as needed.
  • Support program meetings, staff meetings, and teleconferences.
  • Establish positive, solution-focused working relationships with internal program teams and government PSRs and PSOs.
  • Provide exceptional support to internal and external customers while fostering a highly collaborative team environment.
  • Education & Training Develop, update, deliver, and track initial, event-driven, and annual SAP security education, training, and awareness.
  • Interpret and implement classification guidance.
  • Incident Management Investigate, document, and report security incidents or violations.
  • Recommend corrective actions and maintain communication with leadership and government security authorities.
