Position 7: Contractor Program/Project Manager (Mid Lifecycle Acquisition) MGS TS/SCI CLEARANCE REQUIRED Duties may include: Provides technical advisory support and services to Motion GEOINT Services' PM and DPM for NSG interoperability with ISR systems. Assist with the development and implementation of multiple Optical Character Recognition templates. Advise and update the FMV Stream Activation / Deactivation CONOPS. Assist with implementation of enhancements to FMV Architecture that impacts FMV Image Quality and Reliability. Support Motion GEOINT Services program meetings providing guidance and advisement for MI Services - including Sprint Demonstrations, Mockup Reviews, Factory and Feature Acceptance Tests, and Release Planning Events. Support the integration of airborne data into the current and future NSG architecture to include the receipt, storage, and dissemination of Tactical Data to internal and external customers. Maintain the NMIS program backlog which contains a mapping of all Motion Imagery Program requirements to Acceptance Criteria to Features. Technical and documentation POC for the Tactical Data Services (TDS) Capabilities Document (CD). Support a team responsible for reviewing and providing recommendations on all Requests For Change (RFCs) and Engineering Change Proposals (ECPs) for TIAT and providing those recommendations to TI senior leadership for the Mission Technical Review Board (MTRB) meetings. Provide technical support for tactical sensor integration activities, review of technical MGS CDRLs, witness MGS test events, support development of technical program briefings to senior leadership, program acquisitions and metadata standards (e.g., Motion Imagery Standards Board (MISB)). Support Infrastructure Service Provider (ISP) coordination activities for Motion GEOINT Services Program, to include planning standup of Storage, Compute, Transport, and Desktop services for Motion Imagery Services Program with the appropriate NGA ISP entities and with C2S; and supporting transition from current TIAT managed ISP baselines (including MAAS, NVS, MI Online) to the enterprise baseline. Provide input for Motion Imagery Services program activity, including support for required boards, authoring technical documentation and contract requirements, developing and implementing technical requirements, and other tasks as needed. Provide MGS program support for integration of tactical data requirements for GDTS, and other enterprise segments, including development of operational needs, support for segment testing activities, participation in acquisition milestone reviews and other program meetings, and additional support as needed. Function as technical and document POC for MI Online Requirements Document, containing the MTRB-controlled requirements for the NGA FMV situational awareness capability; including review of RFCs for impacts to MI Online requirements baseline, provision of change pages to provide updates to the MI Online RD, and updating the controlled version of the document. Provide engineering and project management support of the NGA Airborne Exploitation Capabilities (AEC) contract from requirements statements to O&S support. Assist in managing multiple airborne projects for AEC program office concentrating on external partners multi-cell Airborne Center installations and improvements including international partners. Facilitator for the weekly Multi-Into Analysis and Archive System (MAAS) Configuration Management Board (CMB) for the COTR to convey activities through coordinating with NGA’s Remedy system and the AEC contractor. Actively participate or manage the AEC software release process to include witness MAAS Factory Acceptance Testing (FAT), perform functionality NTO IV&V testing and/or Test Director role, and verify installation of software releases and/or hardware. Provide oversight, project scheduling, interface control, independent testing and verification of the AEC FMV exploitation functionality development activities to enable efficient GEOINT analysis by NGA analysts, mission partners, and external agencies to exceed the tactical, strategic, or humanitarian mission objectives. Support the integration of airborne data into the current and future NSG architecture to include the receipt, storage, and dissemination of Tactical Data to internal and external customers. Provide technical subject matter expertise for FMV within the NSG. Provide FMV SME for the transformation of FMV exploitation systems into Application Service Provider (ASP) and Infrastructure Service Provider (ISP) transition under NMIS to include Multi-INT Analysis and Archive System (MAAS), Motion Imagery (MI) Online, NGA Video Services (NVS). Deconstruct customer’s high level information assurance requirements into build-to requirements to be used in RFC or development process. Analyze and/or create project work products and deliverables such as security architecture diagrams, network diagrams, security requirements traceability matrices (SRTM), System Security Authorization Agreement (SSAA), project security milestones, and other related security artifacts.
