About The Position

Applied Research Solutions (ARS) has is seeking a Space Domain Awareness (SDA) Contracting Support Specialist to support the Battle Management Command, Control, Communications, and Intelligence (BMC3I) System Delta (SYD 85) and Space Operations Command (SpOC) Mission Delta 2 (MD 2) in Colorado Springs, CO. SYD 85 supports acquisition and MD 2 supports sustainment for Space Domain Awareness (SDA) systems, executing system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding. Why Work with us? Requirements

  • Must be a US citizen
  • Active Secret clearance, eligible for Top Secret/SCI clearance
  • B.A. or B.S. in business or related field
  • 3 years DoD, MDA, or Intelligence Community (IC) Acquisition experience as a team member in a DoD, MDA, or IC Contract Office
  • 2 or more years administering contract data in ConWrite and/or CONIT
  • Acquisition Professional Development Program (APDP) Level 1 Contracting certification or equivalent

Responsibilities

  • Develop and maintain strong relationships with Government Contract, Legal, and Program teams; interact frequently with senior leadership; work as a team to develop and execute contract modifications
  • Develop strategies, plans, and packages for document submissions through technical, contract, and legal team reviews that support approval to negotiate and approval to award task orders, contracts and contract modifications
  • Support functional teams developing Request for Proposal (RFP) documents, conducting proposal reviews, and developing technical evaluations of proposals
  • Support contract office development of preliminary and final Price Negotiation Memoranda; develop and recommend strategies, positions, and content for partnering agreements and data rights agreements
  • Ensure contract and modification execution is conducted in accordance with center, directorate, and division policies and procedures
  • Ensure contracts and modifications are prepared in accordance with FAR Part 15, FAR Part 16, DFAR, and ITAR requirements
  • Recommend positions and support the Government to develop, draft, monitor, and administer incentive fee plans
  • Perform analysis, support the Government to develop positions, assemble and staff required documents and packages to administer contracts and monitor task order execution; develop and recommend strategies, positions, and content for partnering agreements and data rights agreements
  • Prepare and administer contract, contract modification, and contractor information in ConWrite and/or Con-IT contract writing systems
  • Occasional travel to CONUS and OCONUS locations upon Government direction
  • Will perform other duties as assigned
