About The Position

We are seeking a Contracting Officer to support our federal government client in Oak Ridge, TN. The Contractor will perform the Statement of Work (SOW) for Price/Cost Analysis of Project Proposals. This position involves a comprehensive cost analysis of project proposals to ensure that the subcontractor's proposed amount is fair, reasonable, and aligns with industry standards. The SOW outlines the documents that the client will provide to the Seller for execution of this scope, including proposal reviews and the necessary documentation for proposal analysis.

Responsibilities

  • Analyze proposal documents, including subcontractor's proposal, pricing, and detailed cost breakdown.
  • Verify that the proposal covers the complete scope of work as outlined in the project specifications and drawings.
  • Analyze proposed labor rates and estimated labor hours to determine reasonableness compared to industry standards.
  • Evaluate proposed material costs, including quantity and unit price, to ensure they are reasonable and necessary.
  • Review lower-tier subcontractor quotes/bids for reasonableness and compliance with industry norms.
  • Examine subcontractor's overhead percentage and compare it with typical overhead rates for similar projects.
  • Analyze costs related to project management and site facilities to determine reasonableness.
  • Review subcontractor's proposed profit margin and compare it with standard profit margins for similar projects.
  • Analyze price to determine overall fairness and reasonableness based on current market conditions.
  • Compare proposals with historical cost data from similar projects and industry benchmarks.
  • Identify potential risks and uncertainties that may impact costs and assess adequacy of contingencies.
  • Prepare a detailed cost analysis report outlining findings and recommendations.
