About The Position

The Office of Sponsored Programs (OSP) at Penn State is excited to welcome applications for a Contracting Officer (Grants and Contracts Administrator - Advanced Professional) . The Contracting Officer analyzes, negotiates, and administers sponsored programs; reviews and processes agreements; negotiates and drafts contract terms and sub awards; informs faculty and college personnel of special contractual requirements; resolves award issues; and ensures compliance with university guidelines.

Requirements

  • Familiarity with federal government regulations, especially the Federal Acquisition Regulation (FAR) and Uniform Guidance (2 CFR 200) is required.
  • The successful candidate must demonstrate excellent self-management skills, including the ability to prioritize a high-volume workload in a fast-paced environment; communicate interpreted information, ideas, and instructions clearly and accurately both verbally and in writing; and apply sound judgment to identify and implement solutions.
  • Excellent communication and interpersonal skills with demonstrated ability to be inclusive and respectful of others is required.
  • Bachelor's Degree
  • 3+ years of relevant experience; or an equivalent combination of education and experience accepted

Nice To Haves

  • Experience with proposal preparation and post award management is preferred.
  • Familiarity with Penn State's Strategic Information Management System (SIMS) is preferred.
  • Completion of the Penn State ACOR Certification and Education Series (ACES) is preferred.

Responsibilities

  • Analyze, review, evaluate, and negotiate grants, contracts and other agreements with a variety of external sponsors.
  • Review terms and conditions associated with proposal solicitations; interpret and negotiate sponsor requirements; identify the University’s exceptions to the sponsor’s terms and conditions.
  • Draft and monitor agreements for compliance with contractual requirements, review and process agreement modifications.
  • Write and negotiate sub-awards.
  • Consult with office of Technology Management, Office of General Counsel, Risk Management, and other offices as required regarding special terms and conditions of sponsored programs.
  • Advise faculty in interpreting and adhering to sponsor and University guidelines, resolve issues related to contract compliance; correspond with sponsors and sub-recipients regarding performance problems.
