Requirements

• Must be a U.S. Citizen.
• One year of specialized experience equivalent to the GS-9 grade level for GS-11 applicants.
• Experience applying contracting principles and procedures for pre-award and/or post-award actions.
• Experience identifying problems and making recommendations to management.
• For GS-12, one year of specialized experience equivalent to GS-11, including preparing solicitations and evaluating proposals.
• For GS-13, one year of specialized experience equivalent to GS-12, including planning and developing procurement strategies.

Nice To Haves

• Current DAWIA or FAC-C Certification
• Held or currently hold a Contracting Officer Warrant

Responsibilities

• Review and provide recommendations on justifications for procurement actions.
• Participate in negotiations with potential contractors.
• Award contracts within delegated authority or recommend awards to contracting officers.
• Assist with responses to protests of contract awards and contractor complaints.
• Perform a complete range of contract functions for complex projects.
• Negotiate settlements for changes and monitor contract payments.
• Advertise procurements and ensure proper bid schedules are structured.
• Prepare solicitation documents and conduct pre-bid conferences.
• Coordinate procurement actions with technical and legal personnel.
• Manage internal procedures and resources for maximum productivity.
