About The Position

Client Solution Architects (CSA) is currently seeking a Contracts Specialist to support our internal team in a remote capacity. For nearly 50 years, CSA has delivered integrated technology and operational support services to meet the defense and federal sector's most complex enterprise needs. Working from operations centers and shipyards to training sites and program offices, CSA deploys experienced teams, innovative tools and proven processes to advance federal missions. How Role will make an impact: Under general supervision of the Director of Contracts, performs assigned prime and subcontract support activities across U.S. Federal Government contracts, primarily within the Department of Defense (DoD) environment. This role will support tasks of moderate complexity within the full contract lifecycle (pre-award through closeout), with a strong emphasis on subcontract administration, proposal development support, compliance review, and risk mitigation. Task assignments may include but are not limited to: Proposal and Pre-Award Support: Compliance reviews of Requests for Proposals Coordinate with Growth, Pricing, and Program teams to ensure alignment with solicitation requirements Identify contractual risks, ambiguities, and clarification questions Develop subcontract templates for Government submission (e.g. cover letters) Prime Contract Administration Monitor status of all contractual deliverables and ensure deliverables/submittals meet contract requirements Review and manage modifications, incremental funding actions, deobligations, equitable adjustments, and change requests in coordination with finance, project control, and program management teams Monitor contract and task order funding, ceiling, and period of performance Ensures contractual documentation is properly distributed to internal stakeholders and electronically filed in corporate systems Attend monthly financial meetings for review of burn rate monitoring, funding exhaustion risks, and advance notice to the Government or prime contractors as necessary Assist in regular review of financial metrics and developing best practices to improve financial performance Track/monitor government contract reporting requirements such as subcontracting and small business reporting (ISR/SSR) Under general supervision, assist in identifying potential scope changes or out-of-scope work and support change management actions Subcontract Administration Through cross-functional coordination, prepare subcontract documents, incorporating scope, terms and conditions, and applicable commercial terms Recommend the best subcontract type to internal stakeholders Negotiation and post-award management of subcontracts Conduct pre-award briefings with subcontractors to assure understanding of the subcontracts Summarize subcontract bid proposals and with general supervision, make recommendations for project management review and approval Administer subcontracts in accordance with company policies and procedures, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations (DFAR) Monitor contract and task order funding, ceiling, and period of performance Support subcontractor compliance reviews, certifications, and releases Review and approval of subcontractor monthly invoices Other: Draft, review, and administer commercial contracts, 1099/consultant agreements Identify, document, and mitigate contractual risks, including Organizational Conflict of Interest (OCI) review and mitigation support (firewalls, disclosures, and mitigation plan recommendations) Preparation, review, and processing of Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs) using company-approved standard templates may be required

Requirements

  • Must be able to obtain and maintain a Secret level clearance.
  • BA/BS in a related field and 5 years of related and progressive experience, or an equivalent combination of education and experience is required. Typical experience ranges from 5-7 years.
  • Proven experience adhering to and enforcing departmental and company-wide policies and procedures
  • Proficiency with Microsoft Office programs (e.g. Word, Excel, Outlook, Teams)
  • Intermediate understanding of federal policies and regulations
  • Strong written and verbal communication skills, including professional correspondence with internal and external stakeholders
  • Strong attention to detail and compliance mindset
  • Proven ability to manage multiple contracts and deadlines simultaneously
  • Experience maintaining sensitive data/information and understanding of fraud, waste, and abuse
  • Demonstrated ability to apply appropriate discretion and escalate sensitive or high-risk communications to contract leadership
  • Ability to work independently and collaboratively while in a remote setting

Nice To Haves

  • Proficient in Deltek CostPoint and SharePoint
  • SAM.gov experience (e.g. contract and subcontract reporting)

Responsibilities
