The Contract Specialist V performs highly advanced (senior-level) contract administration duties within the Office of Data, Analytics, and Performance (DAP). Responsibilities include coordinating, developing and monitoring a broad range of contract administration activities for a variety of contract types, including complex, large dollar contracts and zero-dollar data sharing agreements. This position ensures contract management and monitoring activities are consistent with the policies and procedures for DAP, Procurement Contracting Services (PCS), HHS Legal, HHS Privacy and Security, and fiscal requirements. Responsibilities include planning, developing, managing, monitoring, and closing of contracts. Ensure DAP contracts comply with the HHS data use agreement policy. Facilitate work group meetings for DAP contracts. Collaborates with DAP program areas and stakeholders about contract management activities. Serves as the first level of resolution for issues and concerns related to DAP contracted goods and services. Works in coordination with management to plan, develop, and implement policies and procedures relating to the management, monitoring, and oversight of contracts developed and executed for DAP. Provides training/technical assistance activities to DAP program areas as required. Works under minimal supervision, with extensive latitude for use of initiative and independent judgment.

  • Contract Management: Performs comprehensive duties for all aspects of contract management and monitoring to include: ongoing day-to-day management of contracts, monitoring contract performance, and closing contracts.
  • Oversee contract monitoring by administering the review and analysis of deliverables, the evaluation of fiscal data, and managing compliance with the terms and conditions of the contract.
  • Reviews and determines trends in vendor performance associated with contract compliance, federal/state policies, rules, and regulations.
  • Conducts ongoing monitoring of expenditure data to ensure adequate funding.
  • Oversee the maintenance of contract documentation for DAP and HHS program areas.
  • Reviews contract management processes and procedures to recommend improvements for contract management.
  • Works closely with DAP program staff, PCS, legal, Privacy and Security, and management to ensure contracts resulting from competitive procurements, and zero-dollar data sharing contracts contain appropriate program and legal requirements and are completed and approved in a timely manner.
  • Develops policies and procedures related to procurement and contracting activities for DAP to promote achievement of contracting objectives.
  • Oversees DAP activities for solicitations, contracts, and amendments to include: overseeing the development of needs assessments for solicitation activities; describing services to be rendered; develops solicitations, contract renewals, extensions, and amendment documents and tools; manages timeline development; leads the development of evaluation tools.
  • Facilitates contract negotiations, contract renewals, extensions, and amendments.
  • Collaborates with program subject matter experts on the inclusion of program-specific information for the procurement documents and the development of criteria and review tools.
  • Maintains effective communication, consultation and technical assistance with contractors/vendors.
  • Facilitates contract resolution efforts regarding non-compliance issues and contractor concerns.
  • Interprets policies, rules, and regulations to resolve contracting issues and concerns.
  • Communicates with contractors verbally and in writing for all contractual accountability activities regarding extensions, renewals, and remedies associated with non-compliance.
  • Communicate with contractors/vendors, DAP staff, HHS program areas, HHS Legal, HHS Privacy and Security, and HHS Procurement and Contracting Services regarding contract development.
  • Facilitates internal and external work groups for solicitations and new contract development.
  • Conducts training related to contract management processes and procedures.
  • Prepares presentations to provide guidance and training to program staff on the integration of new methods and procedures.
  • Provides technical assistance related to contracting and contract management processes.
  • Administers the billing process for contractors by reviewing and analyzing invoices to  ensure appropriate billing by the contractor and timely payment.
  • Knowledge of state and federal laws, rules, regulations, policy and procedures relevant to contracts.

  • Experience in the areas of contract or grant management, contract administration, project management, or contract monitoring.
  • Certification as a Certified Texas Contract Manager (CTCM) must be obtained within 12 months of employment.
  • Bachelor’s degree in business administration or related field of discipline from an accredited college or university is preferred.
