About The Position

The position involves providing contracting services under the guidance and direction of the Contracting Officer. The contracted personnel will be responsible for conducting acquisition planning, preparing solicitations, participating in source selection activities, and performing contract administration. The role requires a strong understanding of federal government contracting and construction contracting, as well as the ability to work collaboratively with project teams and the Contracting Officer.

Requirements

  • Completion of an accredited 4-year bachelor's degree in any field.
  • 24 semester hours in Business in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • 5 years of Federal Government Contracting experience.
  • 10 years of construction contracting experience preferred.
  • 3 years of architect-engineer services contracting experience preferred.

Responsibilities

  • Conducts acquisition planning and market research.
  • Determines contract type and area of solicitation in conjunction with project teams and the Contracting Officer.
  • Prepares and posts System for Award Management documentation.
  • Prepares and issues solicitations, Requests for Proposals/Quotes, and amendments.
  • Works with project teams to address questions regarding proposals.
  • Receives, records, and reviews proposals/quotes for responsiveness.
  • Participates in the coordination of technical evaluation panels.
  • Assists the Contracting Officer in source selection activities and best value tradeoff evaluations.
  • Prepares for and participates in negotiations.
  • Performs cost and/or price analyses under the direction of the Contracting Officer.
  • Documents source selection activities and determines fair and reasonable pricing.
  • Processes contract awards for government Contracting Officer signature.
  • Prepares and distributes award packages and announcements.
  • Performs contract administration and maintains official contract files.
  • Resolves payment issues and reviews payroll reports against DOL wage determinations.
  • Issues general correspondence and memoranda related to contract administration.
  • Processes modifications and evaluates contractor proposals.
  • Participates in and documents negotiations for contract modifications.
  • Prepares closeout documents.
