About The Position

The position involves working under the guidance and direction of the Contracting Officer to perform various contracting services. The contracted personnel will be responsible for acquisition planning, market research, and preparing necessary documentation for solicitations. They will also participate in technical evaluations, negotiations, and contract administration, ensuring compliance with federal regulations and guidelines.

Requirements

  • Completion of an accredited 4-year bachelor's degree in any field.
  • 24 semester hours in Business in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • 5 years of Federal Government Contracting experience with service requirements for this position.
  • 5 years of construction contracting experience preferred.
  • 3 years of architect-engineer services contracting experience preferred.

Responsibilities

  • Conducts acquisition planning and market research.
  • Determines contract type and area of solicitation in collaboration with project teams and the Contracting Officer.
  • Prepares and posts required pre-solicitation documentation in the System for Award Management.
  • Prepares and issues solicitations, Requests for Proposals/Quotes, and amendments.
  • Works with project teams to address questions regarding proposals/quotes.
  • Receives, records, and reviews proposals/quotes for responsiveness.
  • Participates in the coordination of technical evaluation panels.
  • Assists the Contracting Officer in source selection activities and best value tradeoff evaluations.
  • Prepares for and participates in negotiations, performing cost and/or price analyses.
  • Documents source selection activities and determines fair and reasonable pricing.
  • Processes contract awards for government Contracting Officer signature.
  • Prepares and distributes award packages and announcements.
  • Performs contract administration and maintains official contract files.
  • Resolves payment issues and reviews payroll reports against DOL wage determinations.
  • Issues general correspondence and memoranda related to contract administration.
  • Processes modifications, evaluates contractor proposals, and participates in negotiations.
  • Prepares closeout documents.
