About The Position

The Contract Specialist IV and V positions perform advanced and highly advanced contract duties respectively, which include developing, analyzing, evaluating, reviewing, processing, ensuring compliance, inspecting, implementing, and monitoring contracts. These roles require extensive contact with governmental officials and private entities, and employees at these levels establish their own work plans and priorities to meet set objectives. Issues are rarely referred to supervisors but are handled independently.

Requirements

  • Bachelor's Degree in Business Administration, Finance or related field.
  • 4 years of experience in contract administration, administrative support, bookkeeping or accounting for Contract Specialist IV.
  • 5 years of experience in contract administration, administrative support, bookkeeping or accounting for Contract Specialist V.
  • Valid driver’s license.
  • Certified TX Contract Manager (CTCM).

Nice To Haves

  • Considerable knowledge of contract development, management and oversight for high dollar state contracts.

Responsibilities

  • Acts as a consultant and provides technical assistance to plan, develop, implement, and monitor effective programs.
  • Researches and makes recommendations concerning contract administration systems.
  • Analyzes, interprets legislation, statutes, federal regulations and coordinates the development of policies and procedures to ensure compliance.
  • Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, and related documents.
  • Assists in developing plans for implementing new contract evaluation requirements.
  • Monitors contractors' insurance certificates.
  • Audits payment invoices for completeness, accuracy and compliance with terms of contract.
  • Composes and transmits conditional award notices.
  • Ensures contracts are payable and meet all legal requirements.
  • Executes agreements and contracts.
  • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts.
  • Makes presentations at local, state and federal levels.
  • Prepares bid proposals including researching previous contracts and writing specifications.
  • Prepares cost analysis studies for contracts.
  • Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.
  • Confers with legal staff and management on various legal matters.
