The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The centers provide campus-based direct services and supports at 13 centers located throughout the state. Requirements

  • Knowledge of contracting and procurement regulations, negotiating contracts, and developing contracts.
  • Knowledge of local, state, and federal laws related to Procurement and Contract Management.
  • Requires a Certified Texas Contract Manager (CTCM) certification and meets the CEUs required to maintain certification.
  • Experience in procurement, contracting or accounting.
  • Graduation from an accredited four-year college or university with major course work in business management or field relevant to assignment preferred.

Nice To Haves

  • Experience with local government or state business operations is preferred.

Responsibilities

  • Perform complex journey level consultative contract services and technical assistance to administrative support departments and programs of the facility.
  • Consult with State Office Business Management Contract Team and collaborate with legal division as required.
  • Provide oversight to facility contract managers and subject matter experts (SMEs).
  • Gather, analyze & disseminate information for contract management requirements.
  • Serve as Contract Administrator to provide guidance, assistance and support to all facility Contract Managers/SMEs.
  • Plan, develop, and implement agency contract management requirements based on state law and internal policies.
  • Provide quality control and oversight for contract activities, payment activities and contract close out.
  • Train others involved in the Contract Lifecycle process.
  • Actively participate in disaster response and/or recovery or Continuity of Operations (COOP) activation.
