About The Position

The Capital Development Board is looking to hire a Contract Specialist I.  This is an AFSCME bargaining unit position.  This position will perform complex, technical functions in reviewing contractor and subcontractor financial disclosures for completeness and accuracy.  Evaluates contractors and subcontractor's recertification submittals and maintains and updates the database system for this process.  Assists staff in the preparation of forms and review and reconciliation of financial disclosures and recertifications.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of two (2) years of college.
  • Requires one (1) year work experience in the building construction field.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

Nice To Haves

  • Prefers one (1) year of experience independently reviewing and analyzing financial, compliance, or regulatory documents for accuracy and completeness.
  • Prefers one (1) year of experience interpreting and applying procurement regulations, including the State of Illinois Procurement Code or comparable federal, state, or local requirements.
  • Prefers one (1) year of experience operating computers and standard office equipment.

Responsibilities

  • Serves as the Contract Specialist for Financial Disclosures.
  • Serves as a liaison to contractors and subcontractors, agency staff, the Chief Procurement Office, the Procurement Policy Board and the general public and maintains public relations.
  • Maintains the AS400 database system for CDB.
  • Assists contract unit staff in the preparation of potential conflicts of interest forms.
  • Assist contract executives in the review and reconciliation of financial disclosures and recertifications for architects/engineers and consultants.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
