About The Position

This position is part of the Contracts and Procurement team within the Division of Health Benefits (DHB), which oversees contract development, administration, vendor sourcing, and vendor management for the NC Medicaid Program. The role involves assisting with the full lifecycle of contract management to ensure compliance with program requirements, participating in evaluations of competitive solicitations, and developing monitoring plans. The Contract Monitor will work closely with DHB business units to support the management of procurement documents such as contract deliverables, amendments, personal services contracts, Memoranda of Agreement (MOAs), Memoranda of Understanding (MOUs), Requests for Proposals (RFPs), and Requests for Quotes (RFQs). This position may also collaborate across various DHB units on contractual and procurement-related projects to support the division’s operational goals.

Requirements

  • Bachelor’s degree in business or related area from an appropriately accredited institution and two years of progressive procurement or contract administration experience OR An equivalent combination of education and experience.
  • Completion of the North Carolina Contract Management Certification Program within one year of hire into the position

Nice To Haves

  • Excellent oral and written communication skills and proficient in Microsoft Outlook, PowerPoint, Excel and Word.
  • Demonstrated ability and experience monitoring contracts and processing contracting documents.
  • Basic knowledge of government budgeting to reconcile data and information from various sources.
  • Knowledge of Federal and State contracting, regulations, policies, codes, and rules.
  • Demonstrated ability to understand and resolve complex problems and the ability to read, interpret and make recommendations based on complex state, federal and Departmental rules, laws, and regulations.
