About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. Performs highly advanced managerial work administering the daily operations and activities of the Policy, Training, and Technical Assistance functions within the Contracts Oversight and Support (COS) Division. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function activities; developing and evaluating budget requests; and monitoring expenditures. Supervises the work of others and serves as a key leader supporting COS-wide initiatives. Note: This position is eligible for up to two days of telework per week with Director approval.

Requirements

  • Knowledge of contracting laws, rules, policies, and procedures.
  • Knowledge of DFPS programs, contract oversight processes, and COS division operations.
  • Skill in leadership, communication, decision‑making, and evaluation of program effectiveness.
  • Ability to develop and implement policies, procedures, and training programs.
  • Ability to manage staff, establish goals and objectives, and oversee complex program activities.
  • Minimum 5 years of supervisory, management, or leadership experience relevant to organizational operations, contract management, contract oversight, or grant management.
  • Minimum 3 years of experience in development of complex policy, training programs, or project management.

Nice To Haves

  • Additional experience in procurement preferred.
  • Texas Department of Family and Protective Services experience preferred.
  • CTCM preferred.
  • CTCD preferred.
  • Experience in Legislative analysis and implementation preferred.
  • Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD) are preferred. CTCM and CTCD certification are required within 24 months of hire date.

Responsibilities

  • Manages day‑to‑day activities of staff within the Policy, Training, and Technical Assistance programs.
  • Oversees policy development, training programs, technical assistance, and implementation of contracting initiatives across DFPS.
  • Leads cross‑division coordination for policy updates, training delivery, change management, and contracting guidance.
  • Coordinates and evaluates program activities including policy review, training development, legislative analysis, and implementation of new contracting rules and requirements.
  • Develops and approves schedules, priorities, and standards for achieving team goals in alignment with COS division goals.
  • Oversees implementation of techniques for evaluating program activities, including process mapping, gap analysis, and continuous quality improvement.
  • Monitors compliance with agency policies, contracting requirements, and state and federal regulations.
  • Oversees budget planning, expenditure monitoring, and budget adjustments for program operations.
  • Prepares, reviews, and approves reports, policy documents, training curriculum, and communications to internal and external stakeholders.
  • Oversees legislative review, analysis, fiscal note development, and coordination of division response to proposed legislation.
  • Supervises staff, including performance evaluations, coaching, development, and team‑building activities.
  • Serves as a liaison with DFPS and HHSC divisions, and Internal and External Auditors, as required.
  • Serves as backup to COS Director as needed, including leadership coverage and coordination across the division.
