About The Position

Under general supervision, the Contract Manager is responsible for overseeing contractual agreements for all Harris County entities. Individuals in the position will manage the vendor contract development process through planning, negotiation, and execution. The Contract Manager is expected to demonstrate strong communication, negotiation, prioritization, and decision-making abilities. Contract Management: Manages a portfolio of active contracts and leads the development, execution, and administration of vendor contracts, ensuring proper contract utilization and minimizing inefficiencies. In addition to establishing strategies, approaches, negotiations, awards, amendments, and expirations. Strategic Planning: Provides support to Category Managers and Sourcing Managers in negotiating sourced projects within a spend category for various commodities; provides contractual insights to support strategy development. Process Improvement: Identifies opportunities for improvement in contract management processes, procedures, and workflows. As well as recommending adjustments to commercial strategies and targets, including contract close-outs and extensions to support Harris County departments. Collaboration: Partners with multiple entities within Harris County, including the Purchasing and Legal departments, to manage vendor contracts and establish remediation activities for contractual breaches. Compliance and Quality Control: Ensures compliance with contracts, strategy, and process requirements.

Requirements

  • Bachelor's Degree in a directly related field and Three (3) years of experience in sourcing, purchasing, contract negotiation and management, and vendor management
  • Associate Degree in a directly related field and Five (5) years of experience in sourcing, purchasing, contract negotiation and management, and vendor management
  • High School Diploma/GED and Seven (7) years of experience in sourcing, purchasing, contract negotiation and management, and vendor management
  • Knowledge of contract management tools, processes, and analysis.
  • Proficiency in contractual structures, terminology, and negotiating.
  • Excellent written and verbal communication skills.
  • Excellent problem-solving, conflict resolution, and analytical thinking skills.
  • Advanced skills in Microsoft Suite programs (Outlook, Word, Excel, PowerPoint).
  • Ability to manage a portfolio of contracts across multiple stakeholders.
  • Ability to establish strong relationships with Departments and vendors to achieve best outcomes.
  • Ability to prioritize and handle multiple tasks with competing deadlines.
