About The Position

The Contract Manager Supervisor is a highly responsible management position within the Department of Children and Families (DCF) in Florida. This role involves overseeing contract managers who manage Family-Safety contracts statewide, requiring strong leadership and contract management expertise. The supervisor will build partnerships, maintain oversight of contract activities, and drive accountability procedures to ensure successful outcomes for clients and vendors.

Requirements

• Florida Certified Contract Manager (FCCM) certificate.
• At least two (2) years of state government contract and/or procurement experience.
• At least two (2) years in an official professional supervisory role.

Nice To Haves

• Florida Certified Contract Negotiator (FCCN) certificate.
• At least four (4) years of state government contract and/or procurement experience.
• At least four (4) years in an official professional supervisory role.
• Familiarity with Florida's Child Welfare System.

Responsibilities

• Managing and directing contract managers and their workflow.
• Providing leadership in contract management service delivery.
• Developing and implementing technical assistance for Department staff on contract management.
• Guiding contract managers on goals and objectives related to contract management.
• Collaborating with program areas to coordinate contract-related issues.
• Assisting in developing a system for monitoring contract activity and accountability.
• Compiling and analyzing contract data to determine effectiveness and approve actions regarding contracts.
• Reviewing and approving Corrective Action Plans as necessary.
• Reviewing reports and making recommendations to leadership for decision-making.
• Providing recommendations for process improvements to ensure high standards of quality.
• Mentoring team members to enhance their skills and knowledge in contract activities.
• Implementing a formal process for invoice management and processing.
• Developing training materials for onboarding new contract managers.
• Interpreting laws and recommending policy revisions.
