About The Position

The Acquisition/Contract Closeout Specialist supports a DHS client by assisting Contracting Officers and Contract Specialists with acquisition planning, market research, and contract administration activities. This role also ensures compliance with the Service Contract Act, documents procedures, and helps track and manage services and deliverables throughout the contract lifecycle. Due to the nature of our work as a federal consulting organization, employees may be expected to handle Controlled Unclassified Information (CUI) and must adhere to applicable safeguarding and compliance requirements.

Requirements

  • BS and minimum 5 years of experience or equivalent (4 years of experience with AS).
  • Ability to communicate effectively, both orally and in writing in English.
  • Ability to research and analyze technical, cost, past performance and assorted management data.
  • Ability to read and interpret acquisition policy, regulations and directives.
  • Ability to develop complex acquisition packages for in support of government contracting staff, research acquisition issues, advise customers and other internal contracting staff on specific assigned acquisition issues.
  • Must be proficient in various types of information technology resources such as Micro Soft Office including Word, Access, Excel, and PowerPoint.
  • Must be adept in the operation and utilization of contemporary office machines (i.e. copying equipment, fax machines, scanner, etc.); proficient in searching and obtaining documents from the Internet.

  • Due to federal contract requirements, only U.S. citizens are eligible for this position.
  • This position supports a federal government contract and requires the ability to obtain and maintain a Public Trust or Suitability Determination, depending on the agency’s background investigation requirements.

Nice To Haves

  • Experience gained through previous government employment in the contracting career field, and in particular employment with a DHS component, is desired.
  • Experience gained through employment with a contractor supporting a DHS component, and in particular employment in support of FPS acquisition management, is desired.
  • Experience in service contracting is desired.
  • Experience serving as a warranted Contracting Officer is desired.
  • A Level II or III FAC-C or DAWIA certification is desired.

Responsibilities

  • Assist Contracting Officers (COs) and Contract Specialists (CSs) with acquisition planning to include supporting market research activities.
  • Provide services to support the development of wage adjustments in accordance with the Service Contract Act.
  • Support and assist the CO in carrying out his/her duties and responsibilities by documenting contract administration procedures and providing the necessary tools to facilitate the tracking and documentation of services performed or products purchases and delivered under the resulting contract.
  • Supporting and assisting FPS with other contractual and financial support that are needed to successfully meet the goals of the FPS.
  • Provide procurement support to the FPS on a variety of procurement actions, including ratification, claims and protests.
  • Support and assist FPS in the audit and analysis of completed contracts to ensure that all services have been completed and deliverables received to process the closeout of the contract.
  • Research and analysis of the official Contract file, the Program office file, and the Financial office files to ensure that all orders have been completed, properly invoiced, and payment made.
  • Support and assist the CO in the documentation of any adverse actions taken against the contract, including terminations for default or convenience of the Government, and in the negotiation and settlement of any claims or disputes, which may arise under contract.
  • Support and assist COs with preparing and processing required actions to issue and modify Delivery Orders/Task Orders against Indefinite Delivery Indefinite Quantity (IDIQ) Contracts, Purchase Orders (PO), Blanket Purchase Agreements (BPA), GSA Schedule Orders, Interagency Agreements, and all other contractual vehicles.
  • Assist COs with reviewing invoices and supporting documentation for payment.
