The Contract Analyst III position at the Florida Department of Transportation involves preparing and managing consultant agreements, contract amendments, and task work orders. The role requires ensuring compliance with procurement processes, conducting cost analysis, and facilitating contract negotiations. The analyst will also provide guidance to department personnel and coordinate with project managers to ensure effective procurement activities.

  • Prepare consultant agreements and contract amendments in accordance with procedures and guidelines.
  • Ensure all necessary contract terms and language are included and the appropriate method of compensation is utilized.
  • Perform necessary cost analysis for amendments adding subconsultants and validate that rates are fair and reasonable.
  • Prepare project schedules and review procurement activities as necessary.
  • Provide guidance to Department personnel concerning established procurement processes and policies.
  • Prepare and post advertisements and ensure compliance with applicable procedures.
  • Coordinate with Project Manager to determine appropriate work types to be advertised based on the Scope of Services document.
  • Review Letters of Response and Technical Proposals for responsiveness and verify consultant qualifications.
  • Prepare and issue the professional services Request for Proposal (RFP) to shortlisted consultant firms as required.
  • Conduct contract negotiation meetings and ensure costs are fair and competitive according to federal and state law.
  • An associate's degree from an accredited college or university and three years of non-professional or professional business experience; or a bachelor's degree from an accredited college or university and one year of professional business experience; or a master's degree from an accredited college or university.
  • Knowledge of procurement rules, procedures, statutes, and guidelines related to contracting.
  • Ability to interpret documentation of payment information and perform mathematical calculations.
  • Skilled in various procurement methods, contract types, and contract requirements.
  • Florida Certified Contract Manager (FCCM) or Engineering Intern (E.I.) license can substitute for 2 years of experience.
