Requirements

  • B.S./B.A. degree in engineering, construction management or related field, or equivalent work experience
  • Minimum of 10 years of relevant experience in administration of commercial/government contracts
  • Proficient with development, implementation, and management of contract management and change control processes and claims documents for various alternative project delivery methods
  • In depth knowledge of various alternative project delivery methods contracting relationships and typical contracting terms between the Owner, Developer and all other parties
  • Demonstrate ability to read and interpret civil, structural, and site utilities plans and detailed shop drawings

Nice To Haves

  • Experience with project management software preferred
  • Knowledge and direct experience in SBE/DBE/MWBE program coordination preferred
  • Experience in alternative project delivery methods including Guaranteed Maximum Price (GMP) and Construction Manager at Risk (CMAR) and Design Build preferred

Responsibilities

  • Assist LAWA with procurement planning and setting pre-award schedules, including Board actions.
  • Coordinate and support pre-bid and pre-proposal meetings to present project and RFP/RFB details to bidders.
  • Prepare draft RFP/RFB addenda for review, finalization, and distribution to planholders.
  • Develop draft award recommendations and Board reports.
  • Finalize and conform contract documents and prepare required reports and contractual correspondence.
  • Attend key meetings, including pre-bid, post-bid, and proposal debriefings.
  • Support contract standardization efforts and monitor overall contract compliance.
  • Help resolve issues and disputes between contractors and LAWA.
  • Review contractor invoices to ensure contractual compliance and support contract closeout activities, including audits and final payments.
  • Coordinate and control project changes, ensuring procedures are followed and changes are accurately recorded and scheduled.
  • Prepare, route, track, and report on Change Documents, Task Orders, and Change Orders.
  • Lead development of periodic status reports and ensure changes properly encumber contractual capacity and budget, coordinating time impacts with scheduling teams.
  • Support implementation of trend and change management programs while collaborating with stakeholders to advance ADP’s goals.
