About The Position

Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Requirements

  • Bachelor's degree in business administration, finance, or a related discipline.
  • 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
  • Relevant experience may be substituted for education on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Extensive knowledge of Generally accepted accounting principles, procedures, and terminology
  • Extensive knowledge of Contract development and management methods
  • Extensive knowledge of Contract administration/management systems
  • Extensive knowledge of Contract billing procedures
  • Extensive knowledge of Legal terminology
  • Expert skill in Research and analysis methodologies
  • Expert skill in Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Expert skill in Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Expert skill in Analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions
  • Expert skill in Persuasion and negotiation of critical issues
  • Expert skill in Analyzing and organizing business and technical data
  • Expert skill in Administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management

Responsibilities

  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Coordinates analysis, oversees interpretation of legislation, statutes, federal regulations and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.
  • Develops short and long-term strategies and goals for the administration of assigned contracts.
  • Develops and prepares agreements and time extensions.
  • Makes presentations at local, state and federal levels.
  • May conduct training on complex contracting issues of statewide significance.
  • Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.
  • Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and expenditures.
  • Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewide contracting programs.
  • Oversees development, and preparation of highly complex contracts, amendments forms, and related documents.
  • Oversees the administration of complex agreements and contracts.
  • Provides advanced technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training.
  • Performs other job responsibilities as assigned.
