About The Position

Manage, administer and coordinate work done by contract for assigned maintenance or operations program. Manage, administer and coordinate work done by contract for interstate maintenance and operations. Coordinate with contractor and district staff, outside agencies, contract administration and contract work evaluation. Ensure work performed by contractors meets minimum performance targets as specified within the contract. How you will contribute: Maintenance and Operations: Manage and administer interstate maintenance contract work. Liaison with district staff to ensure project work plans are carried out and contractor submits detailed information on work accomplished. Review contractor work plans, incident management plans and public information plans in coordination with district, central office, environmental, traffic engineering, and others. Public Information: Serve as public information contact. Monitor customer requests and response of contractors. Coordinate with contractors and district to respond to customer needs. Coordinate public information between contractors, district and Central Office. Review public information plans. Quality Assurance and Control: Provide quality assurance by evaluating contract maintenance work and operations management. Ensure all work meets standards set forth in the contract including VDOT Road and Bridge Specifications, Road and Bridge Standards, plans, materials testing, environmental, traffic safety, work zone safety and other VDOT documents set forth in the contract. Provide reports on quality of work accomplished and monitor contractor achievements for performance requirements. Notify contractors, district, and Central Office staff of work that requires remediation and monitor remedial work. Work Programs: Monitor and evaluate contractors' progress for compliance with contract and approved work plans. Independently conduct meetings with contractors and VDOT representatives to review progress in relation to outcomes and performance targets specified in contract. Work with contractors, district and Central Office staff to address issues regarding work done and the management and administration of a particular contract. Provide guidance in conjunction with district and Central Office staff to contractors in the development and implementation of work plans, achieving expected outcomes and performance targets, and incident management and customer service response.

Requirements

  • Ability to communicate effectively orally and in writing with customers.
  • Ability to interpret and apply policies in support of contract development and to read and interpret highway design plans.
  • Ability to interpret plans, drawings, specifications so work programs and plans are monitored for comprehensiveness and completeness.
  • Ability to provide technical assistance to field staff to develop, apply and coordinate work techniques and activities to ensure a cost effective and efficient maintenance contracting program.
  • Experience in highway maintenance, construction activities, developing contract specifications and engineering estimates.
  • Knowledge of contracting and procurement laws and regulations, contract advertisement and bidding procedures.
  • Skill in the use of computers and software applications.
  • Valid driver's license.

Nice To Haves

  • A combination of training, experience, or education in Civil Engineering or related field desired.
  • Experience in highway maintenance and construction activities and developing contract specifications and engineering estimates.
  • Knowledge of Virginia's Procurement Act and federal and state permits related to highway construction and maintenance activities.
  • Knowledge of the Construction Division's contracting practices and methodologies.
