About The Position

This position has the responsibility for, monitoring, training, and providing or arranging technical assistance to the county child support programs. In addition, this position will be responsible for helping to identify counties who need targeted assistance to improve performance by analyzing data, conducting an in-depth study of potential issues, developing a strategy for improvement, creating and working specific reports, and working closely with counties to utilize those reports to continue improving performance. Additional responsibilities include working with the county in improving their program and directing the CQI process, on and off-site consultation, coaching, review of records, review of data related to performance measures and other metrics, and building professional relationships to improve outcomes for adults, children and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.

Responsibilities

  • Monitor Program Performance: Analyze county and regional data to identify deficiencies and ensure compliance with federal and state requirements.
  • Conduct Reviews: Lead quality case reviews, county program evaluations, and other systemic assessments.
  • Data Analysis & Reporting: Assess quantitative and qualitative data, prepare dashboards and reports, and coordinate sampling with local agencies.
  • Quality Assurance: Oversee record reviews and ensure adherence to CQI protocols.
  • Collaborate & Strategize: Facilitate meetings with regional and county staff to address root causes of performance issues.
  • Provide Technical Assistance: Offer policy guidance, interpret regulations, and support counties in implementing corrective actions.
  • Compliance Monitoring: Review agency operations for compliance, attend audits, and ensure required notices are completed.
  • IRS Security Oversight: Conduct inspections, report findings, and assist with corrective measures.
  • CQI Plan Development: Partner with counties to redesign processes, implement improvement strategies, and monitor progress.
  • Continuous Improvement: Deploy resources, supervise implementation of CQI plans, and replicate successful strategies across regions.
