Develops and maintains Continuity of Operations Planning (COOP) strategies, plans, and procedures ensuring that the COOP plan is continually updated and aligned with changes in the organization's mission, operational requirements, and current threats. Outlines how the organization will respond to and recover from various disruptions while ensuring that the critical functions of the agency remain operational. This includes identifying vulnerabilities, assessing potential impacts, and creating strategies for responding to and recovering from various emergencies. Coordinates with the FPS Watch and MegaCenter(s) to reconcile deployment rosters and personnel status for continued accountability and reporting requirements. Develops scenarios and exercises to test the COOP plan and ensures its effectiveness. Communicates with various stakeholders, including internal departments and external agencies, to ensure buy-in and collaboration on COOP planning. Works with IT personnel and other departments to develop plans for relocating and restoring critical IT systems and infrastructure. Background The Federal Protective Service (FPS) operates a 24x7x365 national operations center , known as the Federal Protective Service Operations Center (FPSOC) or “The Watch,” which serves as the central hub for situational awareness, information coordination, and operational reporting across FPS. FPS relies on contractor support to assist with watch desk operations, incident monitoring, information synthesis, and briefing production , ensuring timely, accurate information sharing in support of operational and leadership decision-making. Contractor personnel also support virtual Emergency Operations Center (vEOC) activities, Incident Management Team (IMT) deployments , and the maintenance of a Common Operating Picture (COP) to enable coordinated response across FPS and partner organizations.
