About The Position

The State of Connecticut, Department of Consumer Protection (DCP), is accepting applications for a Consumer Protection Cannabis Division Director in Hartford, CT. The Cannabis Division oversees compliance and enforcement of all laws and regulations concerning medical Marijuana and adult use cannabis within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program. This includes all inspections, auditing of different organizations within each program, investigations and issuance of all license types associated with the industry.

Requirements

  • Must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening
  • Ten (10) years of experience in consumer protection laws and regulations or gaming laws and regulations performing duties in regulation monitoring, policy enforcement, issuance of licenses, inspection, auditing or investigation.
  • Two (2) years of the General Experience must have been in a supervisory capacity.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Considerable knowledge of and ability to apply management principles and practices
  • Considerable knowledge of relevant state and federal laws, statutes, regulations, policies and procedures
  • Considerable knowledge of investigation, inspection and hearing procedures
  • Considerable interpersonal skills
  • Considerable oral and written communication skills

Responsibilities

  • Establishes and administers uniform statutory and regulatory enforcement policies and procedures
  • Represents department on various boards, commissions and tasks forces dealing with public policy issues
  • Prepares and delivers testimony before legislative committees
  • Identifies potential opportunities, challenges, and risks facing consumers, licensees, and regulated markets and develops measures in coordination with other agencies intended to mitigate such risks
  • Participates in public education and outreach activities
  • Directs development and dissemination of information for media
  • Develops and implements in-service training programs
  • Directs preparation of cases for hearings and court
  • Prepares correspondence and reports
  • Leads the recruitment and hiring of staff, including outreach, interview and selection
  • May direct programs and operations related to the licensing of businesses, professional, and occupational trades to perform business activities in Connecticut
  • May direct programs and operations related to the licensing of businesses and permitting of individuals and entities involved with legalized gambling activities in Connecticut
  • May direct programs and operations related to persons and businesses that manufacture or sell food products in Connecticut, including regulation of product safety and food standards
  • May direct programs and operations related to persons and businesses involved in the distribution, selling and dispensing of alcoholic liquor in Connecticut
  • May develop and execute programs involving the examination and resolution of unfair trade practice consumer complaints
  • May coordinate administration of examinations
  • Performs related duties as required
