About The Position

GENERAL STATEMENT OF DUTIES: To offer nursing consultative and educational services to private and public agencies throughout the state and to correlate these services with other services of the department and with programs of private and other public agencies; and to do related work as required. SUPERVISION RECEIVED: Works under the administrative and technical supervision of a superior who lays out a general program and reviews work for conformity with departmental policies and professional practices; or works under the functional supervision of the Director, Public Health Nursing who reviews work for conformity with professional practices and results obtained. SUPERVISION EXERCISED: Usually none. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: To offer nursing consultation and educational services to: The staffs of all child care institutions, day nurseries, children’s boarding homes, and foster homes coming under the scope of the child welfare program of the Department of Social and Rehabilitative Services. The nursing care staffs and administrators of institutions or agencies caring for the chronically ill or aged throughout the state. Private and public agencies throughout the state in the field of epidemiology for the prevention and control of communicable diseases. Industrial and mercantile establishments, visiting nursing associations, hospitals, and other concerned agencies in the field of industrial nursing. Private and public agencies throughout the state in the fields of mental health, maternal and child health, and tuberculosis control. To advise agencies regarding policies, techniques, and procedures in their respective fields regarding public health nursing and education. To participate in in-service training and educational programs in various public and private agencies. To conduct studies, surveys and to assist in the planning and staffing of immunization clinics and other related projects where required. To serve in a liaison capacity between private and public agencies and the Division of Public Health Nursing and other concerned state agencies. To do related work as required. Supplemental Information Joining the DHS Medicaid and Long Term Services and Supports (LTSS) Hierarchy Eligibility Team. The Consultant Public Health Nurse (CPHN) Position is responsible for determining clinical eligibility for a variety of Medicaid and LTSS programs including Nursing Home, Hospital, Habilitation and Katie Beckett Level of Care (LOC). The CPHN is also part of the State Medical Assistance Review Team (MART) responsible for determination of clinical eligibility for the Ticket to Work and Sherlock Medicaid Program, evaluation for Private Duty Nursing and Out of State Single Case Agreement (SCA) for complex children, youth and adult medical cases.

Requirements

  • A thorough knowledge of the techniques and practices of public health nursing; skill in the application of such techniques and practices; a thorough knowledge of the principles of public health education; the ability to provide nursing consultative and educational services to private and public agencies throughout the state; the ability to analyze nursing needs and to advise on the establishment and maintenance of acceptable policies, techniques, and procedures in this field; and related capacities.
  • Education: Such as may have been gained through: graduation from an accredited school of nursing and graduation from a college of recognized standing involving a program of study in Public Health Nursing; and Experience: Such as may have been gained through: employment as a nursing supervisor in a generalized public health service.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Must meet nursing registration requirements as required by Rhode Island law and regulations and must maintain such requirements as a condition of employment.
