About The Position

Bristol is hiring a Construction Surveillance Engineer (CSE) to support the
Department of Navy at Naval Station Guantanamo Bay, Cuba.  The CSE position is
responsible for responsible for providing construction services support to the
Navy including construction inspection, quality assurance, and managing
compliance and contract administration.   This position will be full-time on the
installation.   The position may be eligible for the foreign earned income
exclusion (see IRS Notice 2006-84).

Requirements

• Bachelor's Degree in Engineering, Construction Management, or Architecture. 
• A minimum of 7 years of experience as a Construction Manager, Project Manager, Field Engineer or Quality Control Manager (QCM) on commercial/industrial type facilities, utility or waterfront related contracts valued more than $5 million.
• The CSE may substitute the degree requirement with an additional seven (7) years of construction management experience beyond the minimum experience requirement.
• Certificate in USACE Construction Quality Management (CQM) for Contractors Training (maintain valid 5-year certificate) or obtain certification within 60 days of onboarding.
• Construction technical competencies and qualifications to verify that a specific level of workmanship is obtained.
• 30-hour OSHA construction training within the past two (2) years.
• High school diploma or GED is required.
• A valid driver’s license.

Nice To Haves

• Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable but not required. It is expected that the minimum education and professional experience requirements have been met, as listed below.

Responsibilities

• Review pre-final contract drawings and specifications with respect to constructability and compatibility with actual field conditions.
• Attend contractor pre-bid project site visits and answer or document questions as permissible.
• Coordinate mandatory post-award contract meetings.
• Review contractor administrative submittals such as schedules, environmental protection plans, quality control plans, accident prevention plans, and coordinate review and approval of technical “Government-approved” submittals such as shop drawings, product data, samples, design data, manufacturer’s instructions, test plans/reports, certificates, and operations and maintenance (O&M) data in a timely manner.
• Manage Requests for Information (RFIs) and ensure timely responses.
• Review construction progress at the site, daily production reports, and construction quality control (CQC) reports.
• Attend QC meetings involving critical work activities.
• Take necessary actions to assure contractor’s quality control program is in accordance with the contract requirements and that three phases of quality control are being utilized.
• Based on technical knowledge and coordination with designer and contractor, provide technical solutions to unforeseen problems during construction. 
• Assist the Integrated Product Team (IPT) Project Manager (PM) in management of Post Construction Award Services (PCAS).
• Coordinate delivery, acceptance, inspection, and installation of Government furnished equipment.
• Coordinate installation of collateral equipment and connection of phone, data, other communication systems and utility services.
• Provide technical support during negotiations.
• Identify the need (and reason code) for a modification to scope, cost and/or schedule based on collaboration with the contractor, Supported Command, designer and/or other entities.
• In conjunction with the Engineering Technician (ET), review Activity Hazard Analysis (AHAs) and ensure these are discussed by the prime contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work.
• In conjunction with the ET, review and recommend acceptance of Accident Prevention Plan.
• Prepare or coordinate the preparation of sketches and clarifying drawings in support of proposed changes and issuance of modifications.
• Review and recommend approval of contractors' cost-loaded network analysis schedules.
• Review and coordinate acceptance of Crane Critical Lift Plans along with crane operation qualifications and certificate of compliance, in conjunction with the ET.
• Ensure contractor is conducting monthly site safety self-evaluations and submitting the information with the invoices.
• Take appropriate, timely action to ensure contractor compliance of safety and health requirements, including recommended dismissal of key contractor staff due to nonperformance or recurring violations.
• Prepare property record inventory documents, DD1354 Transfer and Acceptance of Military Real Property, in accordance with NAVFAC Business Process. Management System (BPMS) and in coordination with IPT Project Managers and Installation Real Property Accountable Officer (RPAO).
• Complete required items to effectively close out a contract.
• Ensure official contractor correspondence and submittals are included in the contract file.
• Keep Navy department supervisor advised as to the specific status of projects under his/her administrative and technical control.
• Provide technical support for claims/disputes/terminations processing, negotiation, and resolution.
• Provide or populate certain contract information required in NAVFAC enterprise Information Technology (IT) systems.
• Provide project status updates to senior personnel within NAVFAC and Supported Commands.
• Serve as coach/trainer/mentor for members who have not attained the level of expertise and experience gained for the position.
• Reviewing pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
• Participating in pre-award contract meetings, such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
• Review pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
• Participate in pre-award contract meetings, such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
• Coordinate post-award contract meetings.
• Visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports and attend QC meetings.
• Recommend necessary action to assure contractor’s quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized.
• Based on technical knowledge and coordination with designer and construction contractor, provide technical solutions to unforeseen problems during construction. This may include independently reviewing field changes that have no impact on function of the facility or scope, cost or schedule of the contract.
• Provide project status updates to senior Government personnel within the field office.
• Keep the Government sponsor advised as to the status of projects, but the responsibility to plan and carry out the assignment is accomplished independently.
• Identify the need (and subsequent reason code) for a modification to scope, cost and/or schedule based on collaboration with the construction contractor, Supported Command, designer and/or other entities.
• Prepare or coordinate the preparation of sketches and drawings in support of negotiations and issuance of the modification.
• Document and monitor the contractor’s technical compliance and progress relative to assigned contracts/orders.
• Notify the Contracting Officer immediately of any significant event or deficiency associated with contract/order performance.
• Coordinate with acquisition to ensure no unauthorized acts are taken.
• Review construction contractor quarterly reports to the Contracting Officer documenting the contractor’s progress and identifying any problems/issues with the contractor’s performance and recommending possible notice or action to be taken by the Contracting Officer.
• Note any significant quality and performance failures in a report to the Contracting Officer (such as adverse QA reports, non-compliance notices, deficiencies or delays).
• Document clearly the completion of contract performance in their final report.
• In conjunction with the Engineering Technician (ET), review Activity Hazard Analyses (AHAs) and ensure these are discussed by the construction contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC.
• Other duties as assigned.
