About The Position

The Construction Subcontract Administrator is responsible for managing the procurement process for construction subcontracts, including developing bidder lists, issuing Requests for Offers (RFO), and conducting negotiations. This role involves post-award administration, ensuring compliance with contractual requirements, and maintaining audit-ready documentation. The position may require travel to job sites for on-site administration and monitoring of subcontractor performance.

Requirements

  • Bachelor's degree from an accredited college and three (3) years of construction subcontract administration experience, or a high school diploma and seven (7) years of direct subcontract administration experience.
  • Experience in the administration of Fixed Price Contracts.
  • Proficiency in Microsoft Word and Excel Office products.
  • Knowledge and proficiency in Internet-based electronic commerce tools.
  • Experience utilizing ERP systems (SAP preferred).
  • Strong verbal communication skills and analytical skills in pricing and price/cost analysis.
  • Working knowledge of purchasing principles and applications, commercial law, and federal regulations (FARs, DFARs, DEARs).

Nice To Haves

  • Certified Purchasing Manager (CPM) certification.
  • Mechanical, electrical, and/or civil contract experience.
  • Oil and Gas Industry knowledge.
  • Experience with Davis Bacon Act prevailing wages.

Responsibilities

  • Develop bidder lists and issue construction task Requests for Offers (RFO).
  • Organize and perform pre-bid conferences.
  • Coordinate bidder questions/responses during the RFO phase.
  • Evaluate proposals and conduct negotiations.
  • Perform cost and/or price analysis.
  • Provide procurement manager with input on tradeoff acquisitions.
  • Prepare award recommendation file documentation for consent packages and advance notifications for DOE approval.
  • Execute subcontract documents and ensure all post-award submittals are approved before issuing Notice To Proceed.
  • Hold pre-construction conferences with subcontractors and technical personnel.
  • Conduct timely and proactive post-award administration of subcontracts.
  • Monitor subcontractor's performance to approved construction schedule.
  • Interpret FAR and DEAR clauses related to subcontract changes and performance.
  • Coordinate with interdepartmental divisions to respond to subcontractor Requests for Information.
  • Negotiate changes and review subcontractor invoices.
  • Attend status meetings with the DOE and participate in subcontractor meetings.
  • Prepare and issue solicitation documents and subcontract modifications.
  • Evaluate proposals and award subcontract modifications within delegation of authority.
  • Maintain complete and current audit-ready files for assigned subcontracts.
  • Acquire releases from subcontractors and perform final close-out activities.
