About The Position

This management classification performs a variety of professional and technical duties in the analysis, research, coordination and administration of various construction projects within the City of Glendale's public right-of way.

Requirements

  • Five years of recent experience in the coordination and administration of construction projects and programs involving the use of public right-of-way or five years of journey-level construction inspection experience. Two years of said experience must have been at the supervisory level.
  • Bachelor's Degree in Civil Engineering, Construction Management, Public Administration, Business Administration, or a related field.
  • Valid California Class C driver's license.
  • Knowledge of: Budgetary processes and procedures.
  • Knowledge of: Design and construction practices.
  • Knowledge of: Local, County, State, and Federal laws, policies, procedures and regulations related to public right-of way.
  • Knowledge of: Principles and practices of supervision.
  • Knowledge of: Right-of-way evaluation and appraisal practices.
  • Knowledge of and skill in: Exceptional customer services practices.
  • Skill in: Conflict/complaint resolution.
  • Skill in: Effective oral and written communications, both on a one-on-one and a group basis.
  • Skill in: Making independent judgments and decisions based on standard policy and procedure.
  • Skill in: Working with personal computers and various software applications including Microsoft Office.

Responsibilities

  • Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
  • Coordinates construction activities with other City Departments, private utilities, and survey and design groups. Reads and interprets engineering drawings, sketches, and blueprints. Reviews "as-built" plans for accuracy. Authorizes minor changes in design, as necessary.
  • Coordinates meetings with contractors regarding utilities, plan interpretation and construction schedules, and maintains job continuity on all projects.
  • Ensures that all projects are completed in accordance to plans, specifications, permits and work orders. Determines quantity of work performed for contractor's payments. Maintains records and maps of construction work within the public right-of-way.
  • Determines whether barricades, lights, and flagpersons are properly utilized at construction sites.
  • Ensures placement of Traffic Control devices and compliance with pollution control measures.
  • Prepares, implements and monitors the operating budgets for the right-of-way and construction inspection sections.
  • Develops and implements community outreach programs relative to the use of the public right-of way. Coordinates the preparation and distribution of public information regarding public right-of way projects.
  • Coordinates the administrative functions of the Section, including the processing of personnel transactions.
  • Advises and assists the Assistant Director of Public Works/City Engineer on administrative, financial, budgetary and other procedural matters relating to right-of-way and construction management.
  • Conducts studies of the Section's operations, recommends changes in goals, objectives, policies, and procedures, and supervises the implementation of approved changes.
  • Prepares written administrative reports, and conducts surveys pertaining to Divisional and Sectional activities. Prepares formal reports for presentation to the Assistant Director of Public Works/City Engineer and/or Department Head.
  • Supervises, plans, schedules and assigns work of Construction Inspectors. Reviews employees' job performance, and effectively recommends personnel action.
  • Establishes inspection requirements for projects and programs and coordinates those activities with staff as required.
  • Plans, develops, and conducts training on matters of construction inspection and safety and ensures subordinates receive continuous, progressive training.
  • Drives on City business depending upon the needs of the position.
  • Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
  • Performs other related duties as assigned or as the situation requires.
