The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. The mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions. MAJOR FUNCTION - Manages and oversees the Construction Services department within Utilities CIP, providing leadership and direction for construction inspection and underground utility location services. Directly supervise the Construction Site Representative Supervisor and Lead Line Locator positions to ensure comprehensive oversight of utility construction projects and accurate utility location services. Responsible for establishing and maintaining construction management standards, procedures, and quality control measures for water, wastewater, and reclaimed water infrastructure projects.

  • Directs and coordinates the activities of the Construction Site Representative Supervisor and Lead Line Locator to ensure efficient resource allocation and timely delivery of construction inspection and utility location services.
  • Develops and implements division-wide construction management policies and procedures to ensure consistency and compliance across all projects.
  • Oversee the construction inspection program, ensuring adequate project coverage and adherence to contract documents, Polk County Utilities Code, and applicable local, state, and federal requirements.
  • Reviews and approves construction documentation, including daily reports, photographs/videos, and payment applications.
  • Manages the utility location program, ensuring compliance with Sunshine State One Call of Florida requirements and maintaining accurate underground infrastructure records.
  • Coordinates with other departments and external agencies to resolve conflicts and improve overall service delivery.
  • Prepares and administers the division budget, including personnel, equipment, and operational expenditures.
  • Evaluates and recommends new technologies, tools, and methods to enhance construction inspection and utility location efficiency.
  • Develops performance metrics, monitors staff productivity, and ensures accountability.
  • Provides technical guidance and resolves complex construction issues.
  • Participates in pre-construction meetings and represents the division in discussions with contractors, engineers, and stakeholders.
  • Addresses escalated construction-related conflicts and collaborations with Utilities CIP Project Managers on critical issues.
  • Manages personnel functions including hiring, training, performance evaluations, and disciplinary actions.
  • Ensure staff maintains required certifications and receives ongoing professional development.
  • Performs other related duties as assigned.
  • Extensive knowledge of advanced principles and practices in civil/environmental engineering, construction management, and utility infrastructure systems.
  • Comprehensive understanding of construction inspection methods, utility location techniques, project management principles, and quality control standards.
  • Strong knowledge of county, state, and federal regulations governing water, wastewater, and reclaimed water systems, including Sunshine State One Call of Florida requirements and OSHA safety standards.
  • Proficiency in contract administration, construction documentation, and compliance procedures.
  • Ability to manage multiple teams and coordinate complex construction projects concurrently.
  • Skilled in analyzing technical problems, evaluating alternatives, and implementing effective, practical solutions.
  • Leadership and organizational skills, with proven ability to develop, mentor, and evaluate staff.
  • Proficiency in construction management software, GIS applications, and standard office tools including Microsoft Office Suite.
  • Working knowledge of AutoCAD and SCADA systems.
  • Excellent written and verbal communication skills, with ability to prepare clear, detailed reports and professional presentations.
  • Bachelor’s degree in civil engineering, Construction Management, or closely related field from an accredited college or university.
  • Seven (7) years of progressively responsible experience in utility construction management or related field, including three (3) years of supervisory experience.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications.
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the county and its residents.
