APT Research is seeking multiple Construction Safety Engineer 3's on the KSC Safety and Mission Assurance Support Services (SMASS IV) contract at Kennedy Space Center, FL., to support increasing construction activity across Kennedy Space Center. This position will provide real-time construction safety oversight, ensure compliance with NASA and federal safety requirements, and strengthen field surveillance and documentation efforts. The Safety Specialist will embed with construction project teams to mitigate risk, improve contractor accountability, and support mission success through proactive safety management. Specific tasks include but are not limited to: Provide real-time construction safety field surveillance across multiple active and planned projects Ensure contractor compliance with OSHA, NASA, and federal construction safety requirements Embed with construction project teams, working closely with Project Managers and Contracting Officer Representatives (CORs) Identify safety deficiencies and verify timely implementation of corrective actions Document surveillance activities, findings, and corrective actions in the SMART database Report safety findings, trends, and concerns to the NASA Construction Safety Manager Support risk mitigation efforts to reduce incidents, delays, and compliance violations Build and maintain effective working relationships with project stakeholders and contractors Conduct daily safety surveillances across active construction sites to verify compliance with OSHA, NASA, and federal safety requirements Rotate through multiple active project sites to respond to hazard reports and verify implementation of corrective actions and hazard mitigation measures Perform active surveillance of high-hazard construction activities, including but not limited to critical lifts, confined space entry, energized electrical work, and excavations Document and maintain accurate surveillance and assessment records in the SMART database, including findings, Corrective Action Plans (CAPs), and closure data Review and provide comments on Project-Specific Safety and Health Plans (PSHPs) and Safety and Support Safety Plans (SSSPs) within established government review timelines Review and assess specialized safety documentation, including lift plans, Job Hazard Analyses (JHAs), electrical work permits, fall protection plans, and related safety submittals Coordinate with project teams and contractors to resolve comments and ensure timely revisions and approvals Conduct mandatory "Nuts and Bolts" safety kickoff briefings for contractors prior to the start of construction activities Attend project status and coordination meetings to identify upcoming work activities and forecast potential safety hazards Participate in the Multi-User Spaceport Integrated Master Schedule Coordination Meeting, as requested by the NASA Construction Safety Manager, to identify hazards, issues, and concerns across projects Support mishap and close call notifications and investigations in accordance with NASA requirements Manage mishap and close call cases within the NASA Mishap Information System (NMIS) Perform trend analysis of mishap and close call data and report findings to the Contracting Officer Representative (COR) and Construction Safety Manager Provide onsite support during OSHA inspections, investigations, and audits Support compliance audits conducted by regulatory agencies, third parties, or NASA upon request Coordinate responses to regulatory findings and assist with corrective action development and closure

Requirements

  • Education: Bachelor of Science degree
  • Experience: Minimum of 7 years' of Construction Safety experience
  • Security Clearance Requirement : Position subject to pre-employment background investigation
  • Position subject to a pre-employment drug test
  • Must be able to qualify for an unescorted badge (US Citizen required)

Nice To Haves

  • Experience in construction safety oversight and field-based safety surveillance
  • Working knowledge of OSHA construction standards and federal safety regulations
  • Experience with safety data management systems (e.g., SMART or similar databases)
  • Experience working on large, complex construction projects
