About The Position

Parsons is looking for an amazingly talented Construction Quality Manager ( CQC System Manager) to join our team! In this role you will get to lead the Contractor Quality Control program for a complex federal construction project. This role is critical to ensuring compliance with USACE standards, project specifications, and regulatory requirements. The ideal candidate will bring deep expertise in quality management and construction oversight for large-scale industrial or hazardous material facilities.

Requirements

  • Bachelor's Degree in Engineering, Construction, Project Management, Business or Quality discipline or related field (or equivalent work experience)
  • Minimum 10 years of construction experience on projects similar in scope and complexity to this contract (e.g., large-scale industrial facilities, hazardous material handling, tank farms).
  • 5+ years experience in a supervisory, management, or lead capacity
  • Proven experience managing CQC programs on USACE or federal construction projects.
  • Strong knowledge of UFGS, UFC, NFPA, OSHA, and environmental permitting requirements.
  • Expertise in structural, mechanical, and electrical systems integration.
  • Ability to lead QC processes, manage documentation, and coordinate inspections.
  • Excellent communication and leadership skills for interfacing with clients and subcontractors.
  • QUality-related certification, e.g.ISO-9000 Lead Auditor, ASQ Certified Quality Engineer, or ability to obtain within 6-months of hire.
  • USACE Construction Quality Management for Contractors (CQM-C) certification

Nice To Haves

  • Master's Degree in related field - preferred
  • Familiarity with design-build delivery and phased design submissions.
  • Knowledge of instrumentation and control systems (e.g., Siemens PCS7 PLCs).
  • Experience with explosives safety standards (DA PAM 385-64, DESR 6055.09) and hazardous waste compliance (RCRA).
  • Advanced proficiency in quality management software and reporting tools, e.g. RMS

Responsibilities

  • Develop, implement, and manage the Contractor Quality Control (CQC) Plan in accordance with USACE requirements.
  • Lead the three-phase control process (Preparatory, Initial, Follow-up) for all definable features of work.
  • Coordinate and oversee testing and inspection activities , including special inspections for structural steel, welding, concrete, and coatings.
  • Review and approve submittals, maintain accurate QC documentation, and prepare daily quality reports.
  • Conduct QC meetings, interface with USACE representatives, and resolve non-conformance issues promptly.
  • Ensure subcontractor compliance with quality standards and safety protocols.
  • Support commissioning and turnover activities, including as-built documentation and O&M manuals.
