About The Position

The individual hired for this position will serve in the role of Construction Quality Manager across HGL remediation and construction projects. The Construction Quality Manager is responsible for providing quality control support to the Construction Director, Quality Control Director, Project Managers, and on-site Quality Control to ensure that the quality of products and services provided to the client is in accordance with the project plans and contract requirements. The Construction Quality Manager will be part of the Construction Technical Service Group and have direct line of communication with the Quality Director.

Requirements

  • Bachelor of Science degree in civil or environmental engineering, construction management, or science (e.g., hydrogeology, geology, chemistry, environmental science, biology).
  • Experience managing quality control requirements on federal contracts (e.g., DoD, USACE, EPA).
  • Minimum 10 years of environmental remediation/construction experience.
  • Experience implementing the U.S. Army Corps of Engineers Three Phases of Control System.
  • Ability to understand and navigate project drawings, specifications, submittal requirements, and as-built records.
  • Demonstrated proficiency in computer applications (Microsoft Office suite).
  • Excellent time management and organizational skills, with the ability to manage multiple tasks, prioritize effectively, and ensure timely, accurate work.

Responsibilities

  • Ensure consistent implementation of HGL’s Quality Management System across remediation and construction projects.
  • Support the Construction Director and Project Managers in assigning and onboarding on-site CQCSMs, as appropriate.
  • Review Program Quality Plans, Project Quality Plans, Design Quality Plans, QAPPs, and CQCPs.
  • Verify that construction subcontractor SOWs are generated and reviewed by appropriate SMEs.
  • Confirm accuracy and completeness of project-specific submittal registers.
  • Track and review responses to comments from client and stakeholders.
  • Confirm that on-site CQCSMs are complying with the appropriate quality plans and that work is being documented and managed correctly.
  • Review, track, and provide feedback on site-specific DQCRs.
  • Present corporate quality program policies, procedures, and updates to project teams.
  • Submit Lessons Learned on quality issues and provide debriefs to project teams.
  • Report project deficiencies and nonconformances to the Corporate Quality Director.
  • Facilitate Root Cause Analyses to address deficiencies and prevent recurrence.
  • Provide consistent quality communications to project teams.
  • Develop audit plans and schedules in coordination with the Construction Director and Corporate Quality Director.
  • Lead quality-focused training and discussions.
  • Perform project quality audits to verify compliance with program and project requirements.
  • Assist the Corporate Quality Director with quality-related initiatives (e.g., developing procedures, improving processes, documenting client feedback, creating templates, checklists, and tools).
  • Manage the Nonconformance Management System (incidents, audit findings, deficiencies, nonconformances, customer complaints) and report results to the Corporate Quality Director.
