Position Summary BB&E is seeking a highly skilled Construction Quality Control (CQC) Manager to provide comprehensive construction phase support and post-construction services for construction support activities in San Juan, Puerto Rico. This role is in support of the United States Corps of Engineers – Caribbean District to verify full compliance with government standards, project-specific specifications, high-quality construction execution, and effective contract administration. The ideal candidate will be detail-oriented, experienced in federal construction oversight, and adept at coordinating with contracting officers, contractors, project stakeholders, engineers, and field personnel. Requirements Construction Phase Support Set up and maintain contract administration files in the USACE Resident Management System (RMS) Maintain existing contract files and documentation Participate in pre-construction meetings Document decisions, actions, and project communications Monitor submittal review workflow and status Review shop drawings and submittals for compliance Provide and/or support field inspection and testing activities Verify contractor compliance with safety requirements Review and monitor project schedules with emphasis on milestones, phasing, deliveries, testing, and workflow Assist in resolving construction issues and disputed matters Maintain marked-up drawings for future as-built development Perform routine field inspections as construction progresses Identify non-conforming work and support corrective action efforts Compile punch-list items through on-site inspections Monitor contractor compliance with labor standards and safety regulations Actively participate in partnering sessions, workshops, and other collaborative construction activities Prepare special reports and recurring project status updates Provide progress and final project photos Evaluate site survey information Conduct field investigations (excluding land or hydrographic surveys) Provide cost estimating assistance for construction actions Verify environmental compliance Review and verify the accuracy of as-built drawings When applicable, coordinate with USACE CM on contractor non-compliance issues Arrange and coordinate pre-final and final acceptance inspections and track completion of punch list items, including delivery of as-built drawings Post-Construction Services Conduct post-construction inspection(s) Assist with preparation of closeout documentation Must have completed USACE Construction Quality Management for Contractors (CQM-C) within the last 5 years Experience 5 years of similar construction experience OR B.S. in Engineering or Construction Management OR 5 years craft experience plus QC experience Knowledge & Skills Strong understanding of the three-phase QC system (preparatory, initial, follow-up) Experience with Federal construction and USACE projects Proficiency with USACE Resident Management System (RMS) Ability to coordinate with contracting officers, engineers, contractors, and stakeholders Strong communication, documentation, and analytical skills Physical Requirements and Work Environment Lifting/carrying up to 50 lbs.
