About The Position

The Construction Project Manager serves as the owner’s representative for Spokane Tribe Resort & Casino on all assigned construction and major facilities projects, ensuring that casino operations, guest experience, and regulatory requirements are protected throughout the project lifecycle. The position is responsible for scope, schedule, budget, quality, and stakeholder communication from concept through turnover and post‑occupancy review. The Construction Project Manager will initially oversee a new storage building project and provide ongoing project management for a water treatment facility utilizing Membrane Bioreactor (MBR) technology, with the role expected to expand as STRC’s facilities and infrastructure grow. For large or multi‑phase projects, this position may coordinate closely with the Tribe’s planning, housing, utilities, and environmental departments to align casino facilities work with broader tribal infrastructure initiatives.

Requirements

  • Bachelor’s degree in Construction Management, Civil Engineering, Environmental Engineering, Architecture, or a closely related field; an equivalent combination of education and experience may be considered.
  • Minimum of five (5) years of progressive experience managing commercial, hospitality, institutional, utility, or tribal construction projects from start to finish.
  • Demonstrated experience managing projects valued at $1M or more.
  • Experience coordinating general contractors, subcontractors, and specialty trades in active construction environments.
  • Experience working as an owner’s representative or in a role directly accountable to an owner/end‑user organization (e.g., tribal enterprise, hospitality company, municipality, or utility).
  • Strong knowledge of commercial construction methods, building systems, materials, and industry best practices.
  • Working knowledge of water and wastewater treatment processes, including membrane bioreactor technology, aeration systems, and effluent quality standards (or demonstrated ability to rapidly learn these systems).
  • Strong understanding of construction contracts (AIA, ConsensusDocs), specifications, cost controls, and project scheduling.
  • Ability to read and interpret architectural, structural, civil, mechanical, electrical, and process/piping construction drawings and specifications.
  • Proficiency with project management and construction technology tools (e.g., Microsoft Project, Procore, Bluebeam, Excel, scheduling software). Expert understanding of OSHA (TOSHA) construction safety requirements and quality control processes.
  • Excellent organizational and time management skills, with the ability to manage multiple priorities while maintaining attention to detail.
  • Strong negotiation, conflict resolution, and contractor management skills.
  • High level of accountability, ownership mentality, and results‑driven approach.
  • Ability to build and maintain positive working relationships with diverse stakeholders, including Tribal leadership, contractors, environmental regulators, and engineering consultants.
  • Strong written and verbal communication skills with the ability to present complex project information to both technical and non‑technical audiences; read, write, and speak English fluently.
  • Sound judgment and decision‑making ability under pressure, including in fast‑paced, guest‑facing casino environments.
  • Flexibility and willingness to work varied schedules, including evenings, weekends, holidays, and extended hours to support property projects and demands.
  • Valid driver’s license and obtain and maintain a Spokane Tribal Gaming License.

Nice To Haves

  • Experience in casino, resort, hospitality, tribal, or water/wastewater facility projects (MBR, SCADA, or similar treatment systems a plus) preferred.
  • Experience with water/wastewater treatment facility construction, particularly MBR systems, preferred.
  • Project Management Professional (PMP) certification, Construction Manager (CCM) credential, or PE licensure preferred but not required.
  • Experience with construction management platforms and project management software preferred.

Responsibilities

  • Promote and support a culture of excellence at Spokane Tribe Resort & Casino by modeling STRC values, delivering exceptional guest service in all interactions, and upholding the highest standards of professionalism and ethics.
  • Lead all phases of assigned projects, including planning, design coordination, permitting, construction, commissioning, and closeout.
  • Develop and manage project scope, schedules, budgets, and risk/contingency plans; track costs, invoices, and change orders.
  • Serve as the primary liaison between STRC and external design and construction teams; act as the owner’s representative in meetings with architects, engineers, contractors, suppliers, tribal departments, and regulators.
  • Lead project meetings, design reviews, and construction progress meetings; document decisions, action items, and follow‑up responsibilities, maintaining clear, timely, and professional communication with all project stakeholders.
  • Coordinate project phasing and site activities to minimize disruption to casino, hotel, F&B, and back‑of‑house operations.
  • Assist in developing and updating multi‑year capital improvement plans (CIP) for casino and resort facilities.
  • Oversee day‑to‑day construction activities, site visits, quality control, and resolution of field conflicts and constructability issues.
  • Manage procurement and performance of general contractors, subcontractors, and specialty vendors, including negotiation, administration, and enforcement of construction contracts (scope, schedule milestones, payment terms, insurance requirements, and performance guarantees).
  • Develop and manage project budgets and estimates, including cost estimates, subcontractor bids, material costs, allowances, contingencies, and financial forecasting.
  • Track project expenditures and pay applications; manage scope gaps, change orders, and independent cost analyses to ensure fiscal accountability throughout the project lifecycle.
  • Oversee submittals, RFIs, shop drawings, and material approvals to ensure compliance with contract documents and STRC standards, including specialty procurement for MBR equipment, membrane systems, and water treatment components.
  • Ensure compliance with building codes, applicable environmental requirements, OSHA/TOSHA, and other applicable facility and gaming‑related standards, including tribal and federal regulations.
  • Coordinate work in restricted or sensitive areas with Security, Surveillance, IT, Facilities, and Gaming Operations, including access control, safety protocols, and protection of critical systems and assets.
  • Prepare and deliver regular status updates on schedule, budget, risks, and key decisions to the General Manager and other leadership as requested.
  • Conduct post‑project evaluations to document lessons learned and recommend improvements to future project delivery and capital planning processes.
  • Direct project closeout, punch lists, commissioning, training, as‑builts, and turnover to operations.
  • Perform other duties as needed or assigned.
