This position is a key leadership position within the I-24 Choice Lane PMC team. This $5 billion Public Private Partnership will provide Tennessee with an additional two lanes of interstate in each direction for approximately 23 miles of interstate South of Nashville. This position will provide leadership and direction over the Construction Oversight which is accountable to DOT client to ensure compliance with design documents and contractual requirements. Specific duties/responsibilities include: Materials Testing and Documentation oversight, Developer compliance with all Released for Construction Drawings and Contractual Requirements. Leads the Independent Assurance Quality effort for inspection. Shepherding all RFI and RFC submittals resulting from QC, QA and IA inspection and testing. This project will create policies and procedures for use on this Choice Lanes project, which will be utilized on all subsequent choice lanes project in relationship to Materials Documentation and Testing as well as Construction Quality Oversight. These policies and procedures will need client approval and will include, but not be limited to: Materials Testing Frequency, Materials Documentation Program, Inspection Oversight Schedule, Observation/enforcement of Contract Compliance requirements, photo documentation procedures, and claims tracking protocols. This position will lead a team made up of both HNTB staff and a General Engineering Consultants in accomplishing daily observations on inspection, required materials testing and documentation tracking, issues tracking, quality reports related to materials and workmanship, and public safety concerns. Establish a working relationship with key staff from both the Developer and DOT client related to construction inspection duties and ensure a seamless organization supporting the overall Project. Works and directs the Developer (Financer, contractor, designer) - on tasks that exceed the capacity of the immediate PMC team. The GEC is tasked with providing staffing support as needed. This position will provide technical judgement and provide necessary support to the Project and client Leadership related to construction as necessary to help resolve disputes. This support will include, but may not be limited to assisting in supporting estimating, scheduling and resolution of field issues. This position will provide day to day supervision for multiple PMC and GEC staff.
