The Construction Observer plays a crucial role in the Community Development Department, responsible for overseeing construction inspections for private development projects within the Town of Berthoud. This position ensures compliance with approved plans and specifications, maintains safety standards, and communicates effectively with various stakeholders. The Construction Observer must be self-motivated and dependable, capable of working independently while upholding the Town's standards.

  • Perform construction inspections for private development projects, ensuring compliance with approved plans and specifications.
  • Review and inspect construction projects, coordinating Substantial Completion, Start of Warranty, and End of Warranty, and recommending appropriate release of financial assurances.
  • Inspect and accept improvements within the Public right-of-way and public easements, maintaining consistency with the Town's development code and standards.
  • Prepare Acceptance Punchlists for new developments and perform warranty inspections before warranty expiration.
  • Evaluate project sites for compliance with MS4 Permits and Town Code requirements.
  • Attend preconstruction meetings for new developments.
  • Review right-of-way permits and ensure approved Traffic Control and construction plans are followed.
  • Maintain records of work performed on construction projects.
  • Review material submittals and test results for compliance with Town criteria.
  • Conduct routine stormwater management inspections of construction sites and prepare reports for contractors to correct compliance issues.
  • Ensure safe practices and site management standards are followed by employees and contractors.
  • Monitor and check traffic control installations for compliance and proper safety procedures.
  • Assist with inspection of private and public storm water infrastructure and document conditions.
  • Monitor street cuts and repairs for conformance to Town specifications and permit conditions.
  • Maintain working knowledge of ADA, PROWAG, CDOT standard plans, and local construction practices.
  • Communicate effectively with customers and demonstrate leadership through confidence and expertise.
  • High School diploma or GED.
  • Five years of inspection or related experience.
  • Public works experience.
  • Valid Colorado Driver's license and evidence of insurability.
  • CPR/First Aid/AED certification or ability to obtain within 3 months of employment.
  • Certification from Colorado Stormwater Center or other applicable agency for stormwater management.
  • CAPA Levels A and B and ACI Certifications.
  • Rocky Mountain Asphalt Education Center Asphalt Inspector Certification Level 1.
  • Rocky Mountain Asphalt Education Center Asphalt Technician Certification Levels A & B.
