About The Position

Mint Spring Bayou This project is to stabilize the Mint Spring Bayou through the installation of aggregate drains and rip rap buttresses along the north and south bank. A previous project (150797) completed in 2011 consisted of the installation of two soil nail walls with shotcrete facing. At the base of the lower nail wall, the soil has become unstable and is sliding to the south causing movement of the Mint Spring Bayou bank in response. Potentially adding to the problem, when the Yazoo Diversion Canal/Mississippi River reach flood stage, the backwaters reach up Mint Spring Bayou such that much of the slope below the bluff is inundated. Therefore, the area could be subject to rapid drawdown conditions depending on the rate that the water recedes. The unique conditions that exist within the valley of Mint Spring Bayou have caused the bluff on which the National Cemetery is situated to slough off and erode. The southern brick wall around the cemetery has already collapsed and fallen into Mint Spring. Erosion has also claimed a cemetery road and exposed human remains, and threatens the remaining tour road, the historic Indian Mound, cemetery gazebo and hundreds of interments in the southwest corner of the cemetery, which have since been recovered and pending reinternment post stabilization. Cemetery Stabilization This project is to stabilize the cemetery due to a mud slide that occurred. The work consists of furnishing all plant, labor, material and equipment to construct approximately 272 linear feet of soldier beam and lagging retaining wall with an earthen buttress for slope stabilization to repair a landslide in the Vicksburg National Military Park and restore a section of Given Hill Road. Principal features of the work include mobilization and demobilization, clearing and grubbing, demolition of existing drainage features, fencing and existing pavement, site grading, excavation, select fills, asphalt paving, concrete paved ditches, retrofit of an existing drain inlet, installing drainage structures and HDPE storm drain piping, soldier pile and lagging retaining wall including the setting of H-piles, installation of permanent ground anchors and wood lagging, two-stage french drain and underdrain construction, new turf establishment, high performance turf reinforcement mat (HPTRM), stormwater pollution prevention, temporary erosion control items, and environmental protection. Archaeological and cultural investigations will be conducted to monitor any ground disturbance and construction activities deemed necessary to protect archaeological resources. Requirements

  • The CMR should have a minimum of 10 years of experience in heavy civil construction, earthmoving, estimating, scheduling and construction safety. Submit resume and qualifications with this proposal.
  • Technological knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
  • Physical abilities: Ability to walk or climb on a daily basis to observe contract performance.
  • Technical knowledge and abilities such as: Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
  • Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
  • Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mockups.
  • The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.
