About The Position

This project involves the rehabilitation and stabilization of nine historic buildings, including the Chapin Mesa Archaeological Museum and eight NPS staff residences (Quarters 1-8), located in the Chapin Mesa area of Mesa Verde National Park, Colorado. These buildings are contributing resources to the Chapin Mesa Historic District and the Museum and Quarters 1 are part of the Mesa Verde Administration National Historic Landmark District. The structures are approximately 90 years old and suffer from significant deferred maintenance and deterioration. The scope of work at the Museum includes repointing exterior stone mortar, repairing exterior wooden vigas and lintels, replacing exterior windows, repairing exterior doors, repairing and refinishing concrete floors, replacing electrical wiring and appurtenances, and improving site drainage. For the residences, the work encompasses all tasks mentioned for the Museum, plus selective demolition, restoration of original and early windows, rehabilitation of existing foundations and structural improvements, replacement of mechanical (HVAC VRF), electrical, and plumbing systems, installation of fire suppression and smoke detection, new interior fit-out, in-kind replacement or repair of wood floors, and improvements to site drainage. The buildings exhibit advanced deterioration, with heavy stone walls shifted due to soil conditions and poor drainage, causing damage to interior plaster, ceilings, and wood floor structures. Existing mechanical, electrical, and plumbing systems are unreliable. The restoration project emphasizes sensitivity to original building features and appearance to match the original design intent. At least one structure will require modifications to meet ABAAS requirements for access and occupation. These improvements aim to enhance structural integrity, energy efficiency, and visitor safety through updated fire suppression and alarm systems.

Requirements

  • Technological knowledge and abilities including utilizing the PC and accessing the internet
  • Proficiency in CM software management program
  • Proficiency in MS Teams to create and record meetings, make calls and share screens
  • Proficiency in Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services
  • Ability to read, interpret and understand the Construction Contract, Plans and Specifications
  • Knowledge of similar construction work
  • Completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training
  • Knowledge in construction practices including applicable building codes and applicable safety regulations
  • No conflicts of interest, examples include family members or stock with the associated construction firm
  • Up-to-date resume – with relevant historic experience, projects similar to the scope of this project

Responsibilities

  • Utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program
  • Using MS Teams to create and record meetings, make calls and share screens
  • Using Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services
  • Walking or climbing on a daily basis to observe contract performance
  • Reading, interpreting and understanding the Construction Contract, Plans and Specifications
  • Observing, documenting and confirming conformance to the contract, plans and specifications
  • Facilitating, understanding and documenting pre-inspections, inspections during construction and post inspections
  • Inspecting mock-ups
  • Understanding cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit
  • Evaluating proposals broken down to prime and subcontractor labor, equipment, material, overhead and profit
  • Defining and documenting scope changes either required by the owner or a result of a differing site condition
  • Understanding and documenting negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit
  • Reading and interpreting the construction schedule to evaluate and document progress
  • Evaluating payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for
