Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field; or equivalent construction management experience.
  • 10-20+ years of experience managing construction of civil/infrastructure projects such as transportation, utilities, stormwater, water/wastewater, and site development.
  • Proven experience overseeing contractors/subcontractors, developing and managing schedules, controlling costs, and delivering projects within defined scope and deadlines.
  • Ability to read, interpret, and enforce engineering plans, specifications, technical drawings, and construction documents.
  • Strong knowledge of construction methods, materials, safety standards (OSHA), environmental permitting, and regulatory compliance requirements.
  • Excellent verbal and written communication skills with contractors, internal teams, and external clients.
  • Self-motivated, detail-oriented professional with strong organizational skills and a proactive approach to problem solving in the field.
  • Proficiency with project management software, scheduling tools (e.g., MS Project, Primavera), reporting systems, and Microsoft Office.
  • A desire to grow personally and professionally while contributing to high-quality infrastructure improvements across the region.

Nice To Haves

  • Familiarity with industry related software such as MicroStation, OpenRoads, AutoCAD, and Civil3D.
  • Valid driver’s license and ability to travel to project sites.
  • Professional certifications are a plus, including OSHA training, PMP, CCM, or Professional Engineer (PE) licensure.

Responsibilities

  • Plan, coordinate, and manage construction activities for transportation corridors, roadways, stormwater systems, utilities, and water/wastewater infrastructure.
  • Prepare and manage construction schedules, cost projections, resource allocation plans, and risk mitigation strategies to maintain on-time and on-budget delivery.
  • Conduct regular field inspections to monitor quality, progress, safety, and environmental compliance; ensure adherence to standards, drawings, and contract requirements.
  • Serve as the primary on-site liaison between engineering/design teams, contractors, clients, regulatory agencies, and third-party inspectors.
  • Manage construction documentation including daily logs, RFIs, submittals, change orders, contract correspondence, and progress reports.
  • Review and approve contractor pay applications, evaluate field changes, and support negotiation and documentation of change orders.
  • Identify and resolve field issues proactively—anticipate constructability concerns, coordinate with design engineers, and implement corrective actions.
  • Provide periodic updates to project managers and senior leadership related to schedule performance, cost status, quality, and safety metrics.
  • Support project closeout activities including punch-list management, as-built verification, final inspections, and turnover of deliverables to clients.
  • Lead teams of construction observers, inspectors, and subconsultants performing various construction management, inspection, and materials testing tasks
  • Other duties as assigned.
