About The Position

The Government requires an on-site Construction Manager with telecommunications construction and/or design experience for the duration of the Electronic Health Record Modernization (EHRM) Construction Project. This individual provides professional and technical consultative support related to operations, renovation, and new construction programs supporting EHRM initiatives. Responsibilities include assisting the Contracting Officer and the Contracting Officer’s Representative (COR) in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and overall oversight of EHRM design and construction projects.The Construction Manager shall be required to perform services including, but not limited to, the following (in no particular order) Pre-Construction Phase Participation in Microsoft Teams conference calls with Contracting, the awarded General Contractor (GC), the CPS Contractor, the Commissioning Agent (CxA), and VAMC Milwaukee to coordinate pre-construction activities Assistance to the COR with review of the General Contractor’s pre-construction submittals, including schedules, infection control plans, and phasing plans Assistance to the COR with review of material submittals and shop drawings Assistance to the COR with review of Requests for Information (RFIs) Advising the COR and the Architect/Engineer (AE) on the availability of long-lead-time items identified by the General Contractor Construction Phase Monitoring and review of project financial data and budgetary cost accounting, including tracking project funds, allowances, obligations, payments, balances, and planned expenditures Administration and documentation of construction contract change orders, including preparation of cost estimates, review of cost proposals, and assembly of change order packages for the Contracting Officer Preparation and maintenance of daily construction diaries documenting project activities and events affecting construction progress Maintenance of a current project schedule, coordination with the General Contractor, and comparison of actual progress against approved schedules Identification of schedule slippages and communication to the Resident Engineer, along with recommendations for corrective actions Conducting or attending weekly or bi-weekly project meetings to review progress, monitor schedules, and review construction contractor payment requirements, including preparation of documentation for VA payment processing Maintaining thorough records of construction-related activities, events, and communications to support issue resolution and dispute avoidance Scheduling, conducting, and documenting progress meetings with all stakeholders to review project status, discuss challenges, and resolve issues Monitoring services performed by independent testing agencies or laboratories providing quality control testing and inspection services, including but not limited to soils, concrete, precast connections, steel, steel decking, fireproofing, roofing, curtain walls and glazing, and elevator installations Providing professional and technical support to the third-party Commissioning Agent (CxA) during system start-up, calibration, and certification activities at the Milwaukee VAMC Supporting commissioning activities including start-up planning, duration forecasting, cost estimating, defining start-up objectives, organizing start-up teams, testing building system components, conducting performance testing, obtaining Operations and Maintenance (O&M) documentation, and coordinating or monitoring O&M training Reporting commissioning deficiencies to the COR Maintaining marked-up project drawings and specifications for development of as-built documentation Performing routine and thorough site inspections to identify non-conforming work and coordinating corrective actions with the VA and General Contractor Compiling punch lists and deficiency reports and coordinating corrective actions Supporting relocation efforts and coordination of owner-furnished or owner-installed equipment Maintaining daily activity logs and supporting project closeout documentation, including O&M manuals, warranties, and final submittals Providing additional construction-related services as required by the Department of Veterans Affairs

Requirements

  • Bachelor’s degree in Construction Management or a similar technical discipline
  • Minimum of ten (10) years of experience in the design and/or construction of telecommunications and data communications infrastructure
  • Experience supporting healthcare and information technology (IT) construction projects and facilities
  • RCDD (Registered Communications Distribution Designer) certification preferred
  • Ability to quickly understand and apply requirements outlined in contract documents
  • Strong communication, language, and computer literacy skills, including proficiency with software tools used to monitor, update, and produce project documentation
  • Demonstrated ability to read and interpret construction documents and communicate effectively with project team members
  • Experience providing EHRM construction management and working closely with assigned Electrical Engineers
  • Primary technical focus on telecommunications rooms, fiber and network infrastructure, and their integration with the overall construction project

Nice To Haves

  • RCDD Certified Professional (Registered Communications Distribution Designer) a Plus
  • Experience as a CMa managing VA projects
  • Experience as a CMa managing Medical projects
