The Construction Manager/Senior Architect/Engineer (CM-SA/E) will be on-site for the duration of the Electronic Health Record Modernization Construction Project at Lebanon VAMC. This role involves providing professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. Responsibilities include assisting the Contracting Officer and the Contracting Officers Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

  • Develop project schedule to effectively plan for and report on the status of the project.
  • Coordinate with initial planning efforts; conduct site studies, market analysis, site investigations, and surveys.
  • Prepare budgets and cost estimates, preliminary schedules, and perform cost modeling and analysis.
  • Conduct value engineering workshops and analyze value engineering proposals.
  • Analyze the constructability of the proposed project in terms of impacts to facility operations.
  • Monitor and review budgetary cost accounting; administer construction contract change orders.
  • Prepare and maintain daily dairies for project activities and maintain a current project schedule.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and schedules.
  • Keep thorough records of occurrences and assist in conflict resolution.
  • Monitor services of independent testing agencies for quality control testing and inspection services.
  • Provide professional and technical expertise for start-up, calibration, and certification of facility systems.
  • Maintain marked up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction and notify the VA and general contractor of non-conformance.
  • Bachelor of Architecture from an accredited school of higher education.
  • Minimum of 6 years of experience in both design and construction with a focus on medical facilities.
  • Understanding of local, state, and federal jurisdiction requirements.
  • Knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings.
  • Working knowledge of engineering services, building codes, budgeting, and scheduling.
  • Ability to supervise and manage personnel of diverse skillsets.
  • Strong communication, language, and software skills.
  • Experience as a CMa managing VA projects.
  • Experience as a CMa managing Medical projects.
