About The Position

The Construction Manager (CM) will serve as the VA’s Owner’s Representative, working under the Contracting Officer’s Representative (COR) for the AHU 21, 22, 23, and 24 renovation projects at Malcom Randall VA Medical Center in Gainesville, FL. This project focuses on upgrading the air handling unit system that supplies conditioned air to the E Wing Building, covering floors two through five. The CM-PM will assist the COR by actively participating in the review and approval of construction documents, conducting field inspections, reviewing project schedules, and coordinating with the contractor and Architect/Engineer (A/E) team. Key responsibilities also include supporting the COR in reviewing payment applications and managing project closeout activities, such as warranty management and transition. The role ensures compliance with approved construction drawings, specifications, and VA standards, while maintaining overall oversight and quality assurance throughout the project lifecycle.

Requirements

  • Bachelors degree in a technical discipline of Construction Management, Architecture or Engineering, from an accredited school of higher education
  • Minimum of 6 years of experience in both design and construction
  • Professional Experience shall consist of seven (7) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities
  • Educational requirements may be substituted by fifteen (15) years of directly related experience
  • Must be a United States citizen and obtain a favorable National Agency Check (NACI)
  • Represent the VA in a professional manner and provide sound management advice regarding work performed on assigned projects
  • Possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements
  • Be proactive in helping to resolve problems and minimize claims, anticipating problems and delays to minimize or eliminate their adverse impact on project completion
  • Ensure work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans and specifications)
  • Possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy

Responsibilities

  • Actively participate in the review and approval of construction documents
  • Conduct field inspections
  • Review project schedules
  • Coordinate closely with both the contractor and the Architect/Engineer (A/E) team
  • Support the COR in reviewing payment applications
  • Manage project closeout activities, including warranty management and transition
  • Help ensure compliance with approved construction drawings, specifications, and VA standards
  • Maintain oversight and quality assurance
  • Coordinate submittal reviews and manage the submittal process, ensuring the General Contractor meets specification requirements
  • Ensure a submittal review and management process is established by the General Contractor
  • Monitor and support timely reviews by all stakeholders
  • Expeditiously analyze any shop and working drawings and advise A/Es on availability of labor and materials
  • Monitor Project Financial Data and Budgetary Cost Accounting
  • Administer construction contract change orders
  • Maintain spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc.
  • Assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages for the Contracting Officer)
  • Prepare and maintain daily dairies for project activities noting events affecting construction
  • Maintain a current project schedule, coordinate with general contractor and compare project progress against Contractor (CM) schedule and general contractor’s schedule
  • Address all schedule slippages to the Resident Engineer and make recommendations for adjustments in the project
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules, and review construction contractor payment requirements
  • Keep thorough records of occurrences, contracts, and other construction related matters of the project to assist the VA in conflict resolution
  • Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly
  • Monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services (e.g., soils, concrete, steel, roofing, etc.)
  • Provide professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems within the facility (Commissioning)
  • Perform commissioning services including start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams and assignments, testing building system components, conducting performance tests, obtaining O&M material, and conducting/scheduling/supervising O&M training
  • Maintain marked up sets of project plans and specifications for future as-built drawings
  • Perform routine inspections of construction as work proceeds, taking action to identify non-conforming work and notifying the VA and general contractor for correction
  • Compile, through site inspections, lists of defects and omissions related to the work performed and provide these lists to the contractor for correction
