About The Position

This role supports and delivers the administrative and field/construction project management, inspector oversight, and invoicing review (in TUC/E-Builder) for all meter installations and repairs. Serves as the primary point of contact and relationship manager responsible for ensuring meter installations and repairs are performed within service level agreements, and escalated matters are addressed timely. Supervises direct reports, including inspectors and project managers, and is responsible for assigning, monitoring, and assessing performance, which may include annual performance reviews. This role also closely monitors capital budget appropriations, reports and updates burn-rate levels, and forecasts when additional funding is needed for continuity of services. The role includes facilitation of internal project meetings and proactively updates upper management ahead of time on matters that would potentially disrupt service delivery and customer service. Role supports up to 100 small meter installs a month, small and large meter repairs, meter relocates, and meter leak assessments. Managerial Level: This is a fully seasoned managerial level role charged with significant administrative and field/construction responsibilities within the Office of Customer Care and Billing Services. Some supervision is received; however, this role mainly works independently and reports to upper level management supervision when necessary approvals or other direction is needed. Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. Requirements

  • Proven working experience in Construction Management project delivery systems
  • Advanced knowledge of Construction Management policies, procedures, and processes
  • Knowledge of construction building products, construction details, and construction equipment
  • Knowledge of construction related rules, regulations, and quality standards
  • Understanding of all facets of the construction process from inception to completion
  • Familiarity with Construction Management software (such as TUC/E-builder) including scheduling and project management information systems
  • Ability to plan numerous and sometimes complicated tasks effectively
  • Proficient in conflict and crisis management
  • Strong leadership skills
  • Excellent time and project management skills
  • Dedicated practitioner of Quality Assurance and Quality Control
  • Familiarity with water distribution systems, including metering, water conveyance, valves, water mains
  • Skilled in communicating verbally and written

  • Bachelor’s Degree in Building Science, Architecture, Civil Engineering, or related area (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of seven (7) years of professional related experience in Construction or Project Management).
  • Three (3) to five (5) years of Construction or Project Management related experience
  • OCCBS Meter Construction Manager would be expected to obtain Water Distribution Operators License within 3 months of hire, if not already in possession of Water Distribution license

  • Bachelor’s Degree in Building Science, Construction Management, Architecture, Civil Engineering, or related area
  • Five plus years of Construction or Project Management related experience, including one (1) year of managerial and/or supervisory experience.

Responsibilities

  • Oversight, supervision, training, coaching, and mentoring of Inspectors and Project Managers
  • Preparation of technical pre-construction packages for meter installation projects
  • Determination of traffic control requirements for meter installation projects
  • Attending pre-construction meetings with Contractor and/or Customer for meter installation projects or meter repairs
  • Conducting daily Inspector meetings - 5 meetings per week
  • Review/Approval of Contractor Pay Applications in TUC/E-Builder
  • Review/Approval of Contractor TUC/E-Builder electronic timesheets
  • Technical assistance may include o Interpretation of project Scope and Specifications o Analysis and reports for customer issues/complaints o Feasibility analysis for complex installations, repairs, or relocates o Review of contractor As-Built drawings o Review/Approval of alternate materials and installations
  • Attendance at coordination meetings with other DWM offices (including OLIO and OES)
  • Analysis and reports of current OCCBS meter installation/repair expenditures (burn rates) and spending projections (forecasts)
  • Inspection, recommendations, and preparation of cost estimates for meter relocations
  • Monitor installation and repair projects for compliance with building and safety regulations
  • Track meter and other equipment inventory and expected deliverables
  • Review work progress and inspector activity sheets on a daily basis
  • Become familiar with all meter installation and repair contracts line items and allowable costs; Enforce the contract requirements for work plans, quality assurance and quality control and safety
  • Analyze, manage, and mitigate risks
  • Ensure quality construction standards and the use of proper construction techniques evaluating and recommending solutions to problems or verifying consultant recommendations
