About The Position

The Construction Manager for the Operations Center will support the highway and bridge construction program. This role involves supervising subordinates who administer consultant and construction contracts, preparing final estimates, and coordinating materials. The Construction Manager ensures compliance with established procedures and advises staff on FDOT construction contract administration matters. Responsibilities include motivating, training, evaluating, and directing employees, as well as participating in hiring and promoting subordinate employees. The position requires field reviews and oversight of general assign and hybrid construction contracts, attending pre-construction meetings, and participating in contract negotiations with selected firms. The Construction Manager will also oversee utility coordination, interpret plans and specifications, analyze contract changes, and ensure timely processing of various contract-related activities.

Requirements

  • Valid Class E driver license with an acceptable driving record.
  • Knowledge of highway construction concepts and terminology.
  • Knowledge of Construction Project Administration Manual.
  • Skill in Construction Contract Administration.
  • Ability to analyze and interpret engineering data.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to plan, organize, and coordinate multiple work assignments.
  • Ability to supervise people and establish effective working relationships.

Responsibilities

  • Supervise subordinates administering consultant and construction contracts.
  • Prepare final estimates and coordinate materials.
  • Ensure compliance with established procedures for each discipline.
  • Advise staff on FDOT construction contract administration matters.
  • Motivate, train, evaluate, and direct employees' work.
  • Participate in hiring and promoting subordinate employees.
  • Drive to project sites and conduct field reviews.
  • Oversee administration and scheduling of construction contracts.
  • Attend pre-construction conference meetings.
  • Participate in the review and selection of Consultant Construction Engineering and Inspection firms.
  • Negotiate contracts with selected firms.
  • Conduct semi-final and final inspections on completed projects.
  • Coordinate requirements for Equal Employment Opportunity and Labor compliance.
  • Instruct and advise on utility relocation and traffic signal components.
  • Analyze and document contract changes and claims.
  • Oversee preparation of the Final Estimate Package for projects.
  • Manage electronic document management system activities.
