About The Position

The Construction Management Support/Field Engineer position at NAVFAC NW involves providing construction management support services for construction contracts within the Naval Facilities Engineering System Command Northwest area of responsibility. This role is immediately available, starting in early October 2025, and is expected to last for one year with a potential three-month extension. The work schedule is 48 hours per week, with shifts divided among day, swing, and overnight, as this is a 24X7 construction operation focused on seismic mitigation services for dry docks at the Puget Sound Naval Shipyard.

Requirements

  • 5+ years of experience as a Field Engineer, Construction Manager, Project Manager, Project Controls Manager, or COTR Navy or other DoD Construction Projects.
  • General construction management knowledge and experience.
  • Knowledgeable in the three-phases of control and Construction Quality Management System.
  • Sound understanding of construction concepts, principles, and practices applicable to multi-disciplined engineering projects.
  • Thorough knowledge of construction practices and methods.
  • Ability to read, write and speak fluent English.
  • Ability to create and review government project and construction estimates.
  • Experience using construction estimating software such as CostWorks/RS Means, Success Estimator, Xactimate, Hard Dollar, Sage/Timberline, Bluebeam.
  • Knowledgeable in Primavera scheduling software and/or other construction scheduling software packages.

Nice To Haves

  • Experience with Scheduling concepts logic networking, critical path method of scheduling, and cost loaded schedules.
  • Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, construction management, or a BA in a Business-related field.
  • USACE/ NAVFAC Construction Quality Management (CQM) for Contractors Training and Certification.

Responsibilities

  • Furnish documentation indicating whether construction conforms to contract requirements.
  • Coordinate requests from Construction Contractor and the Government Client.
  • Review Request for Information (RFIs) and provide analysis to the Government Representative.
  • Review submittals and provide analysis to the Government Representative.
  • Provide Quality Assurance (QA) on the adequacy of the construction contractor’s quality control program.
  • Monitor three-phases of control checklists for accuracy and thoroughness.
  • Monitor compliance with environmental protection requirements and document all findings.
  • Provide construction schedule review/analysis with notes/comments/recommendations.
  • Report and document instances of non-compliance with quality control and safety requirements.
  • Monitor and document construction surveying, materials, & system testing conducted by the construction contractor.
  • Review/analysis of the daily construction quality control, safety, & production reports.
