About The Position

The Department of Environmental Services (DES) is seeking a Construction Management Specialist to join the Maintenance Contract section of their Water, Sewer & Streets Bureau. This Construction Management Specialist will be responsible for managing multiple construction, renewal, and maintenance projects by administering contracts and conducting field inspections related to maintaining the County’s sanitary sewer, storm sewer, water and/or street systems in a state of good repair. Projects vary in size, scope, and complexity with budgets ranging from $25,000 to $5 million. To learn more about the County’s paving program click here. Requirements

  • Full Performance Level: Graduation from high school, technical school and/or a college program/courses in a related area, such as engineering, architecture or construction management; and Three (3) years of experience in construction management, inspection, or contract administration on maintenance methods for water, sewer, or street systems.
  • Trainee Level: High School Diploma; and Two (2) years of experience in construction management, inspection, or contract administration on maintenance methods for water, sewer, or street systems.
  • The applicant must possess a valid driver's license and authorize Arlington County to obtain, or the applicant must provide a copy of the official driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
  • Additional work-related certifications may be required within twelve (12) months of hire, depending on the area of assignment. These may include, but are not limited to: First Aid and CPR VDOT Asphalt Field Level I and II NASSCO Pipeline Assessment VDOT Intermediate Work Zone Safety Confined Space Entry

Nice To Haves

  • Preference may be given to candidates with an Associate or Bachelor's degree in Engineering, Architecture, Construction Management or a related field, and experience in one or more of the following: Writing, negotiating, and interpreting contracts and/or funding program allocations; Interpreting road, bridge, or utility construction plans, or construction plans in a related area; Pavement design; Wet utility rehabilitation; and/or Using MS Office Suite (e.g. Word, Excel, Teams), an Asset Management Software (AMS), or Computerized Maintenance Management Software (CMMS) such as Cartegraph, SAP, PAVER, or Cityworks.
  • Preference may be given to candidates with the following certification: VDOT certification in asphalt, concrete, aggregate, erosion and sediment control.

Responsibilities

  • Manage and oversee a wide range of wet utility programs and projects focusing on sanitary sewer rehabilitation, relining, inspection, and replacement work
  • Evaluate and recommend treatment, repair or replacement methods.
  • Read and interpret construction drawings, technical specifications, and as-built plans to ensure accurate implementation in the field
  • Communicate project plans to civic associations, business improvement districts (BIDs), and property owners, including respond to inquiries
  • Coordinate project schedules with other adjacent County projects and external County projects (e.g. Washington Gas or development projects)
  • Maintain and update asset data, tasks, and work orders within the County’s Cartegraph asset management system
  • Monitor contractor performance to ensure timely completion, adherence to budgets, and compliance with contract specifications
  • Assist in the development of annual budgets for project area.
  • Manage all administrative and financial aspects of assigned projects including tracking expenditures, contractor change orders, material submittals, purchase orders, contract completion & closeout and authorizing timely payments to contractor(s)
  • Request and coordinate all required permits.
  • Prepare and maintain project documentation including progress reports, inspection records, and as-built drawings
  • Perform physical labor in the field as necessary to assist with layout, measurements, inspections, and planning
  • Oversee snow removal operations during winter.
