About The Position

Inspects various phases of a variety of construction projects, other than buildings, to assure compliance with plans, specifications and agreements of the work; authorizes deviations from plans and specifications during construction; and performs other related duties as required. There is one (1) immediate permanent full-time vacancy with the Department of Public Works - Engineering Division in Kailua-Kona The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Requirements

  • Training and Experience: A combination of education and experience substantially equivalent to: graduation from high school, and
  • four (4) years of experience which shall have included the inspection or supervision of workmanship and materials in construction work, and
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
  • Knowledge of: methods and practices used in the construction of projects such as highways, street, roads, pavements, sidewalks, curbs, gutters, storm drains, sanitary sewers, catch basins, concrete bridges, footings, pipelines, evacuations, and retaining walls; plans and specifications relating to a variety of construction projects; construction equipment and their proper use; mathematics; safety practices and procedures.
  • Ability to: read and interpret plans and specifications for construction projects; relate lines and grades indicated by survey stakes to construction jobs and check apparent discrepancies between stakes and plan of the project; determine quality of materials and workmanship through inspection and determine compliance with specifications; observe good construction practices and recognize deviations therefrom; make mathematical computations; make estimates of work accomplished by contractors; keep records; prepare reports; deal tactfully and effectively with contractors and the general public; understand and carry out oral and written instructions.

Responsibilities

  • Inspects new road construction and the resurfacing, reconditioning, patching, and realignment of roads.
  • Checks sub-grades and the laying of base course.
  • Inspects and tests various construction materials in the field, batching plants, or laboratory.
  • Inspects the construction of highway structures such as box culverts, timber and/or concrete bridges.
  • Checks grades and elevations to assure compliance with plans and specifications.
  • Checks all concrete loads before pouring.
  • Inspects pile driving, reinforced steel, drainage, roads, concrete reservoirs, sewer lines, and manhole construction.
  • Makes concrete slump tests.
  • Inspects street trenching and checks backfill.
  • Meets with contractors, engineers and others concerning methods, procedures and material to be used in various phases of construction.
  • Keeps records of labor, materials and equipment used.
  • Makes estimates of work accomplished by contractors.
  • Prepares reports.
  • May supervise the work of subordinate inspectors.
