Under general supervision, the purpose of this position is to ensure compliance to plans and specifications for City construction projects and paving, drainage, and utility construction activities. Employees in this classification perform professional and technical level work and possess considerable knowledge of applicable municipal, regional, and state regulatory practices. The position is responsible for monitoring quality control, construction site safety, trench safety, and safe handling of traffic in construction and maintenance areas. Work involves technical examinations and the application of standard trade practices to inspection work. Inspections are conducted independently but in accordance with department regulations and established technical standards. Performs related work as required.

Requirements

  • High school diploma or GED and vocational/technical training and five (5) years of previous related experience.

Responsibilities

  • Serves as the City's primary point of contact for permitted construction of infrastructure installation, land development and capital improvement projects.
  • Establishes relationships and works closely with other Engineering staff and with multiple City departments including Public Works (Streets, Drainage, Water, Wastewater, Environmental Services), Parks and Recreation, Building Inspections, Code Services, Planning, and Fire Department (Fire Marshal's Office).
  • Establishes relationships and works closely with multiple external stakeholders including other public agencies (TxDOT, NTMWD), franchised utilities, contractors, developers, impacted neighbors, and other members of the general public.
  • Provides high quality customer service to multiple City departments and external stakeholders; mediate and resolve conflicts and competing interests among the varied stakeholders.
  • Interprets and enforces approved plans, standard details, design manuals, local ordinances, state, and federal requirements.
  • Interprets and explains relevant standards to developers, general contractors, subcontractors, and citizens.
  • Drives to and from work locations as assigned by Supervisor, with 15-20 different locations being visited on a typical day.
  • Routinely monitors roadways and ROW / Easements for potential hazards to the traveling public and advises multiple City departments and external stakeholders when potential hazards are identified and/or need immediate resources to eliminate hazard.
  • Conducts preconstruction meetings of Public Infrastructure installation and site development for each permitted project.
  • Performs construction inspections of public infrastructure on Development permitted projects to ensure all construction site requirements are installed correctly and meet McKinney standards throughout the duration of the project until final acceptance is obtained.
  • Issues 'Stop Work Orders' to permitted projects when continued violations occur and fail to comply with standards and details.
  • Coordinates, schedules, and monitors Laboratory testing with contractors.
  • Reviews, tracks, and plots locations of laboratory testing reports to assure the testing frequency and requirements are met.
  • Coordinates, schedules, and assists Chief Inspector for pre-walk to evaluate the existing site conditions for completion of all infrastructure and site improvements in accordance with the approved plans.
  • Coordinates with multiple City departments and external stakeholders, schedules, and assists Chief inspector for the final punch list walk.
  • Generates final inspection punch list (compiled feedback from multiple City departments and external stakeholders) of incomplete/substandard items identified for corrections or to be completed to obtain final acceptance.
  • Performs onsite inspection for the completion of the final punch list items prior to final acceptance.
  • Maintains and tracks all inspection data using daily, weekly, and monthly reporting systems for assigned projects.
  • Maintains contact information and other data of Developers, General contractors, and subcontractors.
  • Investigates citizen complaints regarding construction, erosion, unsightly building areas, other hazards etc.
  • Keeps the Chief Construction Inspector, Construction Superintendent, and other Department staff informed of all problems, conflicts, and challenging issues arising from their assigned projects; communications may be further shared with Department leadership, other City departments and external stakeholders, City Manager's Office, and City Council.
  • Coordinates, schedules, and conducts meetings with multiple City departments and external stakeholders to resolve design and construction issues.
  • Assists other Inspectors as needed with all permitted projects and areas of concern.
  • Provides written detailed documentation of all information observed onsite with each inspection, including photographs and conversation notes.
  • Uses Blue Beam software to mark up plans for documentation, clarification, and updates of work and/or issues.
  • Manages daily work and coordination's on CIP (Capitol Improvement Project) project with contractors and sub-contractors, other departments, property owners, citizens, and residents directly affected by construction.
  • Manages quantities and reviews monthly pay estimates for approval for CIP (capital improvement projects) projects.
  • Maintains an open line of communication with residents and property owners directly affected by construction.
  • Maintains operational records and uses EnerGov (Development services permitting software), and other related software to manage inspections.
  • Coordinates with other departments on the installation of public infrastructure to avoid damage to City water, wastewater, stormwater, and other existing underground utilities.
  • Coordinates the scheduling of water interruptions / shutdowns with businesses, residents, property owners, contractors, and other internal departments.
  • Coordinates with contractors and other internal departments for Sanitary sewer interruptions for connections of newly installed infrastructure.
  • Verifies specific measurements with the uses of scales, level, measuring tape, smart level (digital level), laser level, and string line, etc.
  • Conducts inspections on street subgrades, street paving, alleys, drive approaches, and sidewalks, interprets applicable regulations, and explains deficiencies to contractors.
  • Conducts inspections on storm drainage pipe installations, storm drainage curb inlets, junction boxes, head walls, wye inlets, weirs, other structures, and drainage ditches, interprets applicable regulations, and explains deficiencies to contractors.
  • Assures proper permitting is acquired and 3rd party inspections performed for the installation of retaining walls for residential lots within new subdivisions.
  • Conducts inspections on slopes, trenches, and trench safety for OSHA compliance, interprets applicable regulations, and explains deficiencies to contractors.
  • Coordinates with Traffic Department concerning street and regulatory sign placement and installation for subdivisions and reconstruction projects.
  • Conducts inspections of traffic control plans, device placement, and work zone safety for the workers and traveling public, interprets applicable regulations, and explains deficiencies to contractors.
  • Conducts inspections of sanitary sewer main/service installations, structures and other apparatuses for the installation of new infrastructure, interprets applicable regulations, and explains deficiencies to contractors.
  • Conducts review / inspection on all Sanitary Sewer testing documents, videos, and reports, interprets applicable regulations, and explains deficiencies to contractors.
  • Conducts inspections of water main/service installations, fire hydrants, blow offs, and other apparatuses for the installation of new infrastructure, interprets applicable regulations, and explains deficiencies to contractors.
  • Conducts inspections, schedules, and oversees all flushing and disinfection testing procedures, interprets applicable regulations, and explains deficiencies to contractors.
  • Schedules with contractor and water department and conducts inspections of all flushing and sample collection for bacteriological testing.
  • Conducts inspections of rights-of-way, and public works structures, i.e., elevated tanks, lift stations, ground storage tanks etc., interprets applicable regulations, and explains deficiencies to contractors.
  • Conducts inspections of barrier free ramps (BFR) for access within public rights-of-way to ensure compliance with ADA / PROWAG specifications, interprets applicable regulations, and explains deficiencies to contractors.
  • Responds to concerns and inquiries from members of the public in construction zones and resolves complaints from in and around the area.
  • Coordinates with Contractors and internal staff the scheduling / inspections of overtime and weekend work requests.
  • Works with developers and contractors to bring development projects to City compliance.
  • Works with public utilities and other service providers concerning utility installations in development projects and subsequent clean-up work.
  • Assists multiple City departments and external stakeholders with construction concerns.
  • Complies with all written City policies and procedures.
  • Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.
